Regular Meeting 7 July 2008

 

Call to Order:  Larry Lockwood called the meeting to order at 7:30 p.m.

 

Attendance:  Larry Lockwood, Jack McGuire, Chris Kenyon, Joe Snyder, Charles Boogaard

 

Other Officials Present:   Roger Gallant - Building Inspector, Dave Buisch - Councilman

 

Approval of Minutes:  On motion of Jack McGuire, seconded by Charles Boogaard, the minutes from the June 2, 2008 meeting were approved unanimously. 

 

Old Business:


Sign Regulations - Bret DeRoo had said the regulations were not user friendly.  Changes were made and then Brett said it was o.k.  Jack McGuire and Roger Gallant will attend the Town Board meeting in order to clarify any questions that may arise.  Roger will fill out the necessary forms and send them in after the law is passed.

 

Coastal Erosion - A public hearing will be held on July 21st.  The word prohibitive was questioned.  Joe Snyder felt we had added clarity to our version of the law.  Minor additions to small decks are not prohibited and permits can be applied for for non-major additions (not structures).  The DEC approval has to be back before the public hearing.  Alan Knauf was to be contacted.

 

Outdoor furnaces - discussion held at the Town Board meeting.  Councilman Teeple has questions and Joe Snyder will contact him to try to answer these questions.

 

Master Plan and Water Revitalization - A grant will be looked into with other towns included for water revitalization.  Alan Knauf was to send in application.  It is thought we should go ahead with water revitalization and Master Plan can follow.  The Master Plan probably needs to be revised rather than rewritten.  A copy of the Master Plan from Verona on Oneida Lake was given to Larry Lockwood to read and discuss with members at a future meeting.


Patio Homes - Joe Snyder discussed the taxes on patio homes.  Most patio homes have state assessment exemptions as they are primarily rental units.  Jack McGuire discussed the rental patio homes in Greece.  The apartments on New Hartford Street which are non-profit and low income were cited.  Dave Buisch commented that the lack of sewers and public water would deter them.

 

New Business:
County Planning Board - Larry Lockwood stated that there wasn't anything pertinent to Huron discussed at the County Planning Board meeting.  The new addition to Wal-Mart in Newark was on the agenda at the meeting.

Traffic Situation at Orchard View - Jack McGuire brought up the dangerous traffic situation at Orchard View due to the hot dog stand using the same parking area.  He inquired why there was no permit issued for this business, yet the Mills stand had to have a permit.  Roger cited the size of the business and type of business as the reason for Mills having to have a permit, and that we have not passed a seasonal business law yet.

Septic Inspection - was discussed and Roger told that there was still concern about Crescent Beach.  Some systems had been approved, yet others had not been.  This inspection should help to clarify the matter.  He also said that advanced systems needed a maintenance contract.

 

Adjournment:  On motion of Chris Kenyon, seconded by Joe Snyder, the following motion was approved.  Moved that the meeting be adjourned at 8:35 p.m.

 

Next regularly scheduled meeting:  The next regular meeting will be held on Monday, August 4 2008 at 7:30 p.m. at the Huron Town Hall.
