Special Meeting August 8, 2011


Call to Order

Supervisor Laurie Crane called a special meeting of the Huron Town Board to order on August 8, 2011 at 5:00 p.m. The flag salute was waived since the Town Hall meeting room was available for use.

 

Roll Call

The following members were present: Councilmember David Buisch, Lois Buckalew, Russell Teeple, Councilmember Alan Traister and Supervisor Laurie Crane.

 

Welcome

Supervisor Crane welcomed everyone.

 

Deputy Highway Superintendent Reyn

Deputy Highway Superintendent Reyn advised the Board that the Dutch Street resurfacing project will run $13,000.00 over budget, if finished properly. The balance of his CHIPS account is insufficient to finish the project. Councilmember Buckalew apprised the Board that there is revenue over the budget amount in the Highway 2300DA account which could be used.

 

RESOLUTION #75 -2011
Increase Budget for Highway

On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 5 NAYS 0.
 RESOLVED, to increase the budget in account number 2300DA by $15,000.00 and increase the budget in account number 51134DA by $15,000.00 to cover the cost of oil/stone on Dutch Street.

 

Slaght Road Bridge

Deputy Highway Superintendent Reyn gave a slide presentation showing the deterioration of the bridge on Slaght Road; there is about 16 inches of blacktop with no support under it. As an interim safety measure he has posted a sign limiting weight. He has been advised that there is grant money for such projects. He will get quotes from engineer's on estimated cost of repair, to present at the regular town board meeting on Monday August 15, 2011. Deputy Highway Superintendent Reyn will contact Senator Nozzolio and Assemblyman Bob Oaks for support for funding the project.

 

Seneca Falls Equipment Auction

Deputy Highway Superintendent Reyn would like permission to go to the Auction in Seneca Falls to purchase a Snow Pro Plow to be put on the loader.

 

RESOLUTION #76-2011
Purchase Plow for Loader

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.
 RESOLVED, to allow Deputy Highway Superintendent Reyn to go to the Auction in Seneca Falls to purchase a Snow Pro Plow and to not exceed $4,000.00.

 

Computer Issue at Highway Barn

Councilmember Buisch inquired about the progress in retrieving the computer software system that records fuel usage. Deputy Highway Superintendent Reyn indicated it is still a work in progress- that the system is not available in a hard disk format. His understanding however is that the usage data is being recorded even though it cannot as yet be retrieved in report form.
 
Health Insurance

Councilmember Buckalew discussed the options for health insurance coverage presented by MVP with the increased rate structure to be effective 1 October 2011.

Health Insurance

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.
 RESOLVED, to stay with MVP for one more year with the same insurance.

 

5 Year History

Account Clerk Hamilton handed out a 5-year history of budget data, revenue and expenditures, for board members- in anticipation of budget 2012 budget discussions.

Councilmember Teeple moved, seconded by Councilmember Buckalew to adjourn at 5:59 p.m.  All in favor of this motion.
