2012 Organizational Special Meeting December 29, 2011

  

Call to Order

The Organizational Meeting of the Huron Town Board was called to order by Supervisor Laurie Crane on December 29, 2011 at 7:50 p.m. at the Huron Town Hall.

  

Roll Call

Upon roll call the following were present: Supervisor Laurie Crane, Councilmember David Buisch, Councilmember Lois Buckalew, and Councilmember Alan Traister.

Councilmember Russell Teeple was absent.

  

Rules & Regulations

Councilmember Traister moved, seconded by Councilmember Buckalew to adopt the rules and regulations of the Town of Huron as updated on January 2, 2008.  All in favor of this motion.

  

Town Board Meeting Date

Town Board meetings will be held the third Monday of each month unless on a holiday then it will be held the day after on Tuesday at 7:00 p.m.

  

Official Paper

Councilmember Traister moved, seconded by Councilmember Buisch to have the Times of Wayne County as the Town's official paper. All in favor of this motion.

  

Official Banks

Councilmember Buisch moved, seconded by Councilmember Traister to make Citizen's Bank and Lyon's National Bank as the Town's official banks. All in favor of this motion.

  

RESOLUTION #01-2012

Investment Policy and Procurement Policy

  

On motion of Councilmember Buckalew, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE - AYES 4-NAYS 0.

     RESOLVED, to approve the investment policy and Procurement Policy.

  

RESOLUTION #02-2012

Officials Mileage

  

On motion of Councilmember Buckalew, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE - AYES 3-NAYS 1. Supervisor Crane voted nay.                              

     RESOLVED, to change the official mileage for the Town to $ .51 per mile.

  

RESOLUTION #03-2012

Salaries for Elected Officials & Highway Employees

  

On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE - AYES 5 NAYS O.                       

     RESOLVED, to accept the salaries as published.

RESOLUTION #04-2012

Benefits for 2012

  

On motion of Councilmember Buisch, seconded by Councilmember Traister the following the following resolution was ADOPTED - VOTE - AYES 4 NAYS 0.

     RESOLVED, the following benefits:

  

"Medical insurance coverage for you and your eligible family members is available through the Town of Huron if you are a regular full-time employee or one of the following elected officials -

•·         Superintendent of Highways

•·         Town Clerk

•·         Town Supervisor

 

Your medical insurance coverage is effective on the first day of employment or the first day of office as an elected official, provided eligibility requirements are met.  If you were employed or appointed year by year before January 1, 2010, your contribution is 10% of the monthly premium for your coverage and that of your eligible dependents, if applicable.

 

If you were employed or appointed year by year on or after January 1, 2010, the Town will pay 100% of the monthly premium for your single coverage and you will pay 100% of the monthly premium for dependent coverage.

 

If you were employed prior to 1 January 2012, and waived the medical insurance coverage provided by the Town, you qualified for a buy-out provision under this plan.  By providing documentation of comparable medical health insurance coverage and a signed waiver, you receive a health insurance buy-out payment equal to 40% of the annual premium the Town would otherwise have paid for your coverage.  The payment is made in equal amounts corresponding to your pay period, throughout the year.

 

Any person waiving the medical coverage provided by the Town on or after 1 January 2012, in the manner indicated above, will receive a medical insurance buy-out payment in the amount of $1,000.00.  The payment will be made annually in the last pay period before December 25th.

 

Any person employed prior to 1 January 2010, who elected individual and/or dependent coverage through a plan other than that provided by the Town of Huron, and who loses that coverage, may be reinstated in the coverage provided by the Town:  However, reinstatement will be under the conditions effective 1 January 2010 or subsequent change by Town Board resolution.

 

Your contribution for medical insurance coverage is a pre-tax deduction from your paycheck in accordance with IRS Section 125.  The deduction is taken before federal, state and social security taxes are calculated, thereby reducing the amount of taxable income and increasing net wages.

 

The premiums for medical insurance coverage are subject to change by resolution of the Town Board.  The Town Board will provide a two-month written notice of a change in the premiums, provided the Town receives sufficient notice from the service provider."

  

RESOLUTION #05-2012

Standard Workday for Retirement Benefits

  

On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE- AYES 4 NAYS 0.

    RESOLVED, to set the standard workday for all employees for retirement benefits: Highway (all) 8 hours, full time: Supervisor 8 hours, Town Clerk 8 hours, Building Inspector 8 hours, and Highway Superintendent 8 hours. Part Time: (all others) 6 hours

  

RESOLUTION #06-2012

Flex Spending

  

On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 3 NAYS 1. Councilmember Buckalew voted nay.

            RESOLVED, to adjust flex spending wording and the acknowledgement to read:

(Page 35) Flexible Spending Account.  Each full-time employee, including elected officials working full-time, will be credited with $10.60 each week in a flexible spending account. The accumulated amount may be applied against medical, dental, prescription drug or optical co-pay amounts, or other out-of-pocket expense incurred as a result of services, treatment or care covered by an insurance plan.  Any accumulated amount which has not been used by the last pay period in the year will be forfeited.

(page 60) Acknowledgement and Receipt was also amended to include the sentence - This Handbook supersedes all other handbooks, resolutions or understandings, verbal or written.

RESOLUTION #07-2012

Appointments for 2012

  

On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE - AYES 3 NAYS 1. Councilmember Traister abstained.

     RESOLVED, to make the following appointments to serve at the pleasure of the Town Board.

Deputy Town Clerk: Wendy Sipes

Budget Officer: Laurie Crane

Account Clerk: Nancy Hamilton

     It was decided to offer the Clerk to Planning/Zoning to Jennifer Topping.

     The Board decided to advertise for the Building Inspector Assistant, Historian and Deputy Historian.

     There were two applications for Building Inspector: Roger Gallant and Mat Dunphy

Councilmember Buisch moved, seconded by Councilmember Traister to appoint Roger Gallant as Building Inspector.  All in favor of motion.

Discussion on other Topics

  

Account Clerk Hamilton advised the Board that under civil service regulations, the appointment of the Building Inspector (Roger Gallant) is a permanent appointment based on qualification and successful civil service examination, and does not have to be advertised from year to year.

Supervisor Crane inquired about the full-time highway vacancy and if the Highway Superintendent will be advertising the position.

The Honorable Judge Blauvelt officiated over the swearing in ceremony of Supervisor Laurie Crane, Councilmember Alan Traister, Highway Superintendent Richard Reyn, Sole Assessor David Roach, Account Clerk Nancy Hamilton, Deputy Town Clerk Wendy Sipes, and Clerk to Building Inspector Donna Traister.

Attorney Contract

  

On motion of Councilmember Traister, seconded by Councilmember Buckalew the following resolution was ADOPTED - VOTE - AYES 4 NAYS 0.

RESOLVED, to contract with Knauf Shaw, LLP to be Town Attorney for the year 2012 at a monthly fee of $865.00.

  

RESOLUTION #11-2012

Contract for Custodian

  

On motion of Councilmember Traister, seconded by Councilmember Buisch the following resolution was ADOPTED - VOTE - AYES 4  NAYS 0.                                                    

     RESOLVED, to contract with Karen Powell as custodian of the Town Hall. The contract amount will be $1832 annually.

  

RESOLUTION #12-2012

Contract for Animal Control

  

On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE - AYES 4 - NAYS 0.

   RESOLVED, to contract with Gary Mettler as Animal Control of the Town. The contract amount will be $4917 annually.

  

Highway Responsibility for Town Buildings

  

The Highway Department will be responsible for Town Building's for snow removal, minor repairs, spring clean up and lawn maintenance (prepare for mowing).
