Special Meeting February 8, 2012

  

Call to Order

  

Supervisor Laurie Crane called a special meeting of the Huron Town Board to order on February 8, 2012 at 4:30 p.m.

  

Flag Salute

  

Supervisor Crane led the flag salute.

  

Roll Call

  

The following members were present: Councilmember David Buisch, Lois Buckalew, and Supervisor Laurie Crane. Councilmember Alan Traister and Russell Teeple were absent.

  

Welcome

  

Supervisor Crane welcomed everyone.

  

Purchase of New Computers

Supervisor Crane addressed  the quote from BAS for the purchase of new computers for the Town Clerk, Account Clerk and Supervisor:  New computers with the latest operating system software and memory were determined to be less costly than the purchase of software and memory needed to upgrade the operating systems.

  

RESOLUTION #21-2012

Permission to Purchase New Computers

On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 3 NAYS 0.

            RESOLVED, purchase two desktops and one laptop at a cost to not exceed $3,618.34, charged to the respective accounts budgeted, with any excess coming from account 1990.400A (Contingency).

  

Capital Improvement Seminar

Councilmember Buckalew attended the seminar on long-term planning for capital improvements, held on January 26, 2012. She has a flash drive and information on the program if anyone is interested in seeing the information. A five year plan was discussed. Lois felt that this was a very good presentation. A long range plan would be beneficial to our town.

  

Councilmember Teeple Arrives

  

Councilmember Teeple arrived at 4:49 p.m.

  

Building Inspector's Office Space

Councilmember Buisch brought up the issue of the Building Inspector's office space. There was discussion of what would be involved to exchange the Building Inspector's office with the Assessor's office, noting that remaining where it is, the planned extension would better meet the needs of the Building Inspector.  Supervisor Crane asked why we couldn't proceed with the extension of the building now, with a provisional roof, holding off on the roof repair until spring.  Councilmember Buisch will discuss the matter with Building Inspector Gallant, to determine if it is feasible.

  

Benefit Unit Charge

Councilmember Teeple brought up the Water District #6 Benefit Unit Charge on Phil Sutton's property which falls in two jurisdictions divided by the Town line; he pays a unit charge for water for his residence in another district.  It was determined that the charges already assessed cannot be reimbursed, but the unit designation can be changed for the future. There are other cases and issues that need to be addressed with regard to unit charges for water.  The Board will hold a workshop Friday, March 2, 2012 at 1:00 pm to review this matter.

  

RESOLUTION #22-2012

Benefit Unit Deleted

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 4 NAYS 0.

            RESOLVED, to take the benefit unit charge off on the 9839 Lummisville Road parcel.

  

Adjournment

Councilmember Buisch moved, seconded by Councilmember Teeple to adjourn at 5:20 p.m.  All in favor of this motion.
