Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Laurie Crane at the Huron Town Hall on May 21, 2012.
Flag Salute
Supervisor Crane led the flag salute.
Roll Call
Upon roll call the following members were present: Councilmember, Alan Traister, David Buisch, Russell Teeple, and Lois Buckalew and Supervisor Laurie Crane.
Welcome
Supervisor Crane welcomed everyone.
Public Participation
- Alan Isselhard addressed the Board commenting on (1) Power Act of 2011
(2) Hydrofracking; (3) Champlain Hudson Power Express Power Line; (4) MOU;
(5) Smart Meters.
- John McGuire commended Superintendent Reyn and the Highway Dept on the work
they have done on drainage on Leroy Island. Mr. McGuire asked if there was a
possibility of widening the roads, and possibly adding bicycle paths.
Supervisor Reyn thanked John McGuire for the compliments, and agreed it would
be a good time to widen the road. However, there are not sufficient funds in the
Budget at the present time. Councilmember Buisch asked the average cost of
possible improvements.
Correspondence
The following correspondence was received and filed:
1. A letter from Councilmember Teeple to Burnwell Gas regarding the propane bid for a 3 year term starting May 1, 2012.
2. A letter from Wayne County Board of Elections regarding the Republican Federal Primary Election on June 26, 2012.
3. An e-mail from Nancy Kasper offering to make a presentation on the impacts of hydrofracking.
4. A letter from April Smith resigning from the Board of Assessment Review.
5. A letter from Charles Boogard regarding training entitled "Historic Preservation".
6. A letter from the Wayne County Board of Elections regarding the new Enrollment Books.
7. A letter from Town of Sodus regarding the new law SEQR.
8. A letter from Senator Michael Nozzolio on recent discussion of IJC proposal of the BV7 plan.
9. A letter from NY State Dept of Health approving water supply plans for Water District #5.
10. A letter from NY State Dept of Health regarding 2012 Initial Sanitary Survey for Water District #6.
11. A letter from NY State Dept of Health regarding 2012 Initial Sanitary Survey for Water District #7.
Discussion
#4 Councilmember Buisch inquired if a replacement had been found for April Smith.
No replacement has been named.
#8 A motion was made by Councilmember Teeple, seconded by Councilmember Buisch to table discussion on letter from Senator Nozzolio regarding the IJC proposal of the BV7 plan.
RESOLUTION #56-2012
Water District #6 Modification
On motion made by Councilmember Teeple, seconded by Councilmember Buisch, the following resolution was ADOPTED-VOTE- AYES 4 NAYS 1. Councilmember Traister voted nay.
RESOLVED, that the Town Board will need an itemized letter explaining reason for Budget Modification to increase Budget $40,000.00-$50,000.00.
RG&E Update
Building Inspector Gallant reported the Huron Town Hall lost power Monday, May 14th due to a problem on North Huron Rd. There is a work order for the change over to a single phase in the Town Hall. Supervisor Crane inquired as to whether the water problem was due to the electric problems. Superintendent Reyn said the water stopped due to a switch that popped.
RESOLUTION #57-2012
Huron Town Hall Addition
On a motion by Councilmember Teeple, seconded by Councilmember Buisch, the following resolution was ADOPTED-VOTE- AYES 5 NAYS 0.
RESOLVED, Building Inspector Gallant with the help of Councilmember Buisch and Councilmember Teeple will work on details for the advertisement for bids for the addition. They will have information available for the Town Board by the June 18th Town Board Meeting. An advertisement for bids will be done by June 27, 2012.
RESOLUTION #58-2012
Hourly Wage for Planning and ZBA Temporary Clerk
On motion made by Councilmember Traister and seconded by Councilmember Buisch, the following resolution was ADOPTED-VOTE- AYES 5 NAYS 0
RESOLVED, Donna Traister and Wendy Sipes will receive $13.00 an hour when subbing for Planning and Zoning Board Clerk.
Committee Reports:
Councilmember Teeple
Highway Department:
1. Superintendent Reyn reported the new payloader will be arriving this week.
2. The Town's old bulldozer was sold last week at auction for $12,600.00.
3. The DDS measured for the natural gas hook-up to the Town Hall. It was estimated that the cost will be between $35,000.00 and $40,000.00.
4. Superintendent Reyn's ad for a new employee didn't bring in any new applicants for the replacement. He has chosen Garret Reyn as the new employee. At this time, Councilmember Buisch requested an Executive Session at the end of the regular meeting regarding the matter.
5. An Agreement to Spend Town Highway Funds was given to the Town Board by Supervisor Reyn, and signed by the Board Members. The agreement will cover funds for repair of existing roads.
Water Districts:
The next Water District Meeting will be Tuesday, May 29, 2012.
Councilmember Traister
Historian Report:
The Town Historian Report included a phone call regarding a Huron Map and a trip to WHO Meeting in Palmyra.
A Historian job description was discussed.
Justice Report:
Councilmember Traister moved, seconded by Councilmember Teeple to approve the April Justice Court Report. All in favor of this motion.
LWRP:
1. The next LWRP Meeting will be May 24, 2012.
2. At the last meeting George Frantz talked with members about possible changes in Master Plan.
3. David Scudder gave Barbara Johnston a tour of the area. She took several pictures for her research.
Councilmember Buckalew
Assessor's Report:
1. Assessor Roach will be attending June Town Board Meeting.
2. Grievance Day will be Thursday, May 24, 2012.
3. Three Board of Assessment Members will be present for Grievance Day.
Councilmember Buisch
Planning Board Minutes: Councilmember Buisch moved, seconded by Councilmember Traister to receive and file the April 2012 Planning Board meeting minutes. Motion carried.
Zoning Board Minutes: Councilmember Buisch moved, seconded by Councilmember Teeple to receive and file the April 2012 Zoning Board Minutes. Motion carried.
Building Inspector Fee Report: Councilmember Buisch moved, seconded by Councilmember Traister to receive and file the April 2012 Building Inspector Fee Report. Motion carried.
Building Inspector's Report:
1. Building Inspector Gallant reported that condemned signs were placed on 3 properties on Clapper Road.
2. Trailers and barn on Lasher Road will be coming down soon.
3. Grants are now available for Green Projects.
4. Business is still being conducted at the condemned Nixon Property.
5. Septic Inspection Letters have gone out and inspectors are receiving calls.
6. Building Inspector Gallant is expecting a quote from MRB on the Crescent Beach septic project.
7. Roger attended a meeting of the Division of Water DEC Coastal Erosion. Sue McCormack now heads the Coastal Erosion Division for NY State. She commended the Huron Zoning Board of Appeals for their work; she also spent time with DEC Region 8 concerning sand bar issues, and appears to be in agreement with the steps being taken by the Town. Roger is expecting quotes from MRB and BME on the Sand Bar.
8. Roger and Alan Knauf discussed the rewriting of proposed Local Law #3. The law would allow Roger to enter property for environmental testing.

RESOLVED, A Public Meeting will be held at 7:30 during the next Town Board Meeting to explain and discuss Local Law #3.
RESOLUTION #60-2012
Master Plan
On motion made by Councilmember Teeple, seconded by Councilmember Buckalew the following resolution was ADOPTED- AYES-5 NAYES-0.
RESOLVED, A Public Hearing will be held on July 16, 2012 at 8:00 pm to present the new Master Plan.
RESOLUTION #61-2012
Policy for filling Employee Vacancies
On motion by Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOTED-AYES 5 NAYES-0.
RESOLVED, All future vacancies will be filled by placing an ad in the designated Town paper, and all applicants meeting minimum requirements will be interviewed.

RESOLUTION #62-2012
Rabies Contract
On motion by Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED-AYES 5 NAYES-0.
RESOLVED, Supervisor Crane will sign contract with Wayne County for Rabies Control Program following review by the Town's Attorney.
Town Clerk's Monthly Report: Councilmember Teeple moved, seconded by Councilmember Buisch to approve the April monthly report of the Town Clerk. Motion carried.
Town Board Meeting Minutes: Councilmember Traister moved, seconded by Councilmember Teeple to approve the April 16, 2012 regular minutes. Motion carried.
1. Part time Town employees are entitled to receive unemployment benefits.

2. Supervisor Crane reminded everyone of the upcoming Huron Clean Up and Shred Text Day on June 2, 2012. Supervisor Crane will be at the Town with Shred Text from
10 am-2pm. Councilmember Traister will be at the Highway Dept from 8 - 11am, Councilmember Buckalew 11am - 2 pm, and Councilmember Buisch from 2 - 4pm for the Huron Clean Up.
3. There will be a County Board Meeting at 9am on Wednesday May 23, 2012 at the County Court House, to discuss the loss of the County's local fruit crops due to weather this year. Losses range from 40 to 100% of the crop.
4. Supervisor Crane will be attending several meetings regarding the IJC and BV7. She will be in Messena May 29th, and Clayton on May 30th.
5. The Town of Huron is exempt from paying a communication tax on telephone.
6. An annual report from Mercy Flight indicating that Wayne County had the highest patient transport utilization of Mercy Flight service.
7. Supervisor Crane has opened accounts at Lyons National Bank, and Councilmember Buckalew is investigating the possibility of closing the account at Citizens Bank, and opening another account in a bank with better interest and closer proximity.
8. David Scudder requested that the Town Hall phones be repaired. Supervisor Crane has been talking with Time Warner. Mr Scudder suggested a vendor meet.
9. Meeting with David Doyle about Water District #8. Councilmember Teeple said there may be grant money to help pay for a Strategic Plan which looks at water districting for the entire Town. Such a plan for the whole town might be more cost effective than the cost for individual districts. Councilmember Buisch suggested that the Board investigate the Wayne County Water and Sewer Authority study already completed for water districts for the Town of Huron and defer a decision, pending review of that information.

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED-AYES O5 NAYES-0.
RESOLVED, Supervisor Crane will send letters of support for Stream Bank Stabilization Project.

RESOLUTION #64-2012
Sodus Bay Weed Harvesting
On motion of Councilmember Traister, seconded by Councilmember Buisch the following resolution was ADOPTED-AYES 5 NAYES-0.
RESOLVED, David Scudder, representing SBIA, and Attorney Knauf, representing the Town of Huron, will collaborate on an ad for the Times of Wayne County, asking for bids for weed harvesting in Sodus Bay. The deadline for all bids will be June 4th at 12:00 pm.

On motion by Councilmember Traister, seconded by Councilmember Buckalew, to go into Executive Session to discuss matters leading to the employment of Garrett Reyn; Time 9:42 pm. Motion carried.
On motion by Councilmember Teeple, seconded by Councilmember Traister, to go out of Executive Session; time 10:04 pm. Motion carried.
RESOLUTION #66-2012
Hiring Highway Employee
Councilmember Teeple moved, seconded by Councilmember Buckalew, the following resolution was ADOPTED AYES-5 NAYES-0.
RESOLVED, to put Garrett Reyn on payroll, at a pay rate of $18.91 an hour, starting May 24, 2012.
