Special Meeting September 10, 2012

      

Call to Order

Supervisor Laurie Crane called a special meeting of the Huron Town Board to order on September 10, 2012 at 7:00 p.m. The flag salute was waived since the Town Hall meeting room was unavailable for use.

Supervisor Crane led the flag salute.

     

Roll Call

The following members were present: Councilmember David Buisch, Lois Buckalew, Russell Teeple, Alan Traister and Supervisor Laurie Crane.

  

Welcome

Supervisor Crane welcomed everyone.

  

Kristine Kellogg (Insurance)

Kristine Kellogg and Donald Matson of Colonial Voluntary Benefits addressed the Board reviewing options for health insurance for the full time employees. Coverage currently provided by MVP is up for renewal, with an approximate 9% increase in premium.  They presented four options offered by Excellus, each representing a savings in premium.

    

RESOLUTION #105-2012

Health Insurance

On motion of Councilmember Traister, seconded by Councilmember Buckalew the following resolution was ADOPTED - AYES 5 NAYS 0.

            RESOLVED, to accept the SB-C-18 policy of Blue Cross Blue Shield Simply Blue-PPO.

  

RESOLUTION 106-2012

Fire Proof Filing Cabinets

On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.

            RESOLVED, authorizing the purchase two fire proof filing cabinets at $1,679.43 each for the Assessor's office.

  

Town Building

The Butler Town Supervisor approached Supervisor Crane with information he wanted to share regarding the Town Hall building, the Butler and Huron buildings being the same design and constructed around the same time.  The Butler Town Hall building has developed cracks in the structure.  In the opinion of two professional masons independent of each other, the cracks cannot be repaired since the building material was inferior and will continue to deteriorate - limiting the life of the building to approximately 20 years.   

     

Following discussion of the matter, the Board was confident that although the building designs are the same, they were constructed by two different contractors.  The crack in the Huron Town Hall building, caused by water freezing, is repairable.           

   

RESOLUTION #107-2012

Roof Quotes

On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.

            RESOLVED, to solicit written quotes for repair of the front of the Town Hall building overhang and roof.

  

RESOLUTION #108-2012

Handicapped Doors Quotes

On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.

            RESOLVED, to solicit two written quotes for installation of 2 automated handicapped doors for the entrance of the Town Hall building.

  

Highway Superintendent Reyn

Highway Superintendent Reyn will get estimates for a new roof for the barn on the north side of Lummisville Road.  Efforts to repair the leaks have failed. He will bring them to September 17, 2012 Regular Town Board Meeting.

    

Tentative Budget Workshop

The Town Board worked on the 2013 Tentative Budget.

  

Next Budget Meeting

The Huron Town Board will have a Budget Workshop on September 21, 2012 at 3:00 p.m.

Councilmember Teeple moved, seconded by Councilmember Traister to adjourn at 9:53 p.m.  All in favor of this motion.
