Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Laurie Crane at the Huron Town Hall on February 19, 2013, at 7:00 p.m.
Flag Salute
Supervisor Crane led the flag salute.
Roll Call
Upon roll call the following members were present: Supervisor Laurie Crane, Councilmembers David Buisch, Alan Traister and Lois Buckalew and Councilmember Russell Teeple.
Welcome
Supervisor Crane welcomed everyone.
Public Participation
There was no public participation.
Correspondence
The following correspondence was received and filed:
1. A letter from D & L Disposal confirming Town of Huron Spring Clean-Up on June 8, 2013 from 8:00 a.m. to 4:00 p.m.
2. A letter from Time Warner Cable announcing an increase in rates of 2.6 percent for cable customers.
3. A letter of resignation from Town Justice Ronald Blauvelt.
4. A letter from Alan Smith asking to be re-appointed to the Assessment Board of Review.
5. Letter from the Town of Sodus in regards to the Town of Sodus considering an amendment to Chapter 4 of the Town of Sodus Zoning Code and intends to be lead agency.
6. Department of Labor Letter in regards to assisting Fire Fighters and municipalities in achieving compliance with the provision of the Labor Law.

RESOLUTION #35-2013
Appoint Alan Smith to Assessment Board of Review
On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to reappoint Alan Smith to a 5 year term.
#3 Councilmember Buckalew moved, seconded by Councilmember Buisch to accept the resignation of Justice Blauvelt.
#2 Councilmember Teeple commented that the increased cable rate is very high.
#3 discussion was held as to when the replacement of the Justice could be appointed: It was determined that the vacancy must exist before this can be done, therefore as of the first day following the resignation date.

Recycle of Electronics by E-Scrap for Camp
Supervisor Crane read an email advising collection of electronics for recycling would be done over a one week period in the month of April. In response to a question regarding the availability of a container, Supervisor Crane will inquire and report back at the March 5, 2013 Town Board Meeting.

Permission for Supervisor Crane to Attend Minnow brook Conference
On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to give Supervisor Crane permission to attend the 2013 Minnow brook Conference.
RESOLUTION #37-2013
NYSTCA Annual Conference
On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to give Town Clerk Vezzose permission to attend the 2013 NYSTCA Conference in Buffalo NY.
Any Other Business
Councilmember Teeple moved, seconded by Councilmember Buisch to give Town Clerk Vezzose and Deputy Clerk Sipes permission to hold the March 20, 2013 Wayne County Town Clerk's Association meeting at the Huron Town Hall.

Highway Report: Busy plowing snow, the permissive referendum on the trailer is up on February 21, 2013.
Water Districts: Dave Doyle (MRB) would like to meet with Supervisor Crane and discuss Water District #8.
Councilmember Traister
Historian Report: Councilmember Traister moved, seconded by Councilmember Teeple to receive and file the January 2013 Historian Report.
Justice Court Report: Councilmember Traister moved, seconded by Councilmember Teeple to receive and file the January 2013 Justice Court Report.
Animal Control Report: Councilmember Traister moved, seconded by Councilmember Buisch to receive and file the Animal Control Report for January 2013.
Historical Buildings: Supervisor Crane relayed a request from Historian Powell for permission to open all Historian Buildings on July 21, 2013: All agreed. In order to maintain proper coverage of the event, Councilpersons are requested to volunteer time.

Assessor's Report: Assessor Roach submitted a status and sales report. David Scudder inquired on the trends and most are selling under assessed value.
Assessor Roach has requested permission to purchase a desk. Councilmember Buckalew will discuss the matter with Assessor Roach to determine how to proceed.

Appoint Assessor to a New Term
On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to appoint Assessor David Roach to a six year term starting October 1, 2013.

Planning Board: Councilmember Buisch moved, seconded by Councilmember Traister to receive and file the Planning Board Minutes of January 7, 2013. Motion carried.
Zoning Board: Councilmember Buisch moved, seconded by Councilmember Traister to receive and file the Zoning Board minutes of January 8, 2013. Motion carried.
Receive and File Building Inspector's Monthly Fee Report: Councilmember Buisch moved, seconded by Councilmember Teeple to receive and file the Building Inspector's January Monthly Fee Report. Motion carried.
Building Inspector's Report:
▪ House Numbers: The pre-notification has had some impact on compliance, but until a physical canvas of the Town is completed it is difficult to determine how much time is needed for the project: It is thought to be approximately 40 hours. Using the Town truck will eliminate the cost of mileage reimbursement.
▪ To contain cost of training, Building Inspector Gallant will be sending Deputy Building Inspector Thompson to the FLBOA Annual Conference this year; his own training will be free seminars made available throughout the year. They will share the information gathered.
RESOLUTION #39-2013
Appoint Deputy Building Inspector to Conduct House Numbers
On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to appoint Deputy Building Inspector Aron Thompson to complete the House Number canvas of the Town at his regular pay; a budget adjustment to be made upon completion of the project with costs to be charged to his regular pay account in the interim.

Hold Public Hearing for Local Law #1 of 2013
On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to hold a public hearing for the Septic Law (Local Law #1 of 2013) on March 18, 2013 at 7:30 p.m.

Permission for Deputy Building Inspector Thompson to Attend FLBOA Conference
On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to give Deputy Building Inspector Thompson permission to attend the 2013 FLBOA Conference.

Town Clerk's Monthly Report: Supervisor Crane moved, seconded by Councilmember Teeple to receive and file the January 2013 monthly report of the Town Clerk. Motion carried.
Town Board Meeting Minutes: Councilmember Buisch moved, seconded by Councilmember Traister to approve the January 22, 2013 Regular Meeting Minutes. Councilmember Teeple abstained. Motion carried.
Supervisor Reported on the following:
1. No update on the sale of the Wayne County Nursing Home.
2. Scope Meeting was held in Palmyra, Sherriff Virts put on a presentation. The County Board will be voting on a resolution requesting the Governor to repeal the Safe Act.
3. The Account Clerk interviews have been completed.
4. The Town will file a request for an extension for the year-end Audit.
RESOLUTION #42-2013
Appoint Account Clerk
On motion of Councilmember Buckalew, seconded by Councilmember Teeple the following resolution was ADOPTED - AYES 4 NAYS 1. Councilmember Buisch voted nay.
RESOLVED, to hire Chris Galek as a part time Account Clerk; working time not to exceed nineteen (19) hours a week at an hourly rate of $13.20 per hour. The appointment to be effective March 1, 2013, subject to a six month probation period. As a former participant in the NYS Retirement System, March 1, 2013 is the effective date of coverage with the Town of Huron, based on proper reapplication.

Audit & Pay Bills
On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - VOTE - AYES 5 NAYS 0.
RESOLVED to audit and give permission to pay the following vouchers excluding voucher # 170155 for SBIA for $57,867.48 which will be put on hold until Attorney Knauf informs us if this voucher can be paid in full.

RESOLUTION #44-2013
Resolution on Safe Act
On motion of Councilmember Teeple, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, that Supervisor Crane prepare a resolution subject to Board member and Attorney review, expressing opposition to the NYS Safe Act.
