Call to Order
Regular Meeting of the Huron Town Board was called to order by Deputy Supervisor Teeple at the Huron Town Hall on March 5, 2013, at 7:00 p.m.

Deputy Supervisor Teeple led the flag salute.
Roll Call
Upon roll call the following members were present: Councilmember Russell Teeple, Councilmembers David Buisch, Alan Traister and Lois Buckalew. Supervisor Laurie Crane was absent.
Welcome
Deputy Supervisor Teeple welcomed everyone.
Public Participation
There was no public participation.
Correspondence
The following correspondence was received and filed:
1. An email from Wayne County Planning in regards to upcoming trainings.
2. Certificate of Liability Insurance for Wayne County.
3. A letter from Marjorie Torelli in regards to AFLAC Insurance coverage.
Receive and File Correspondence
Councilmember Buisch moved, seconded by Councilmember Traister to receive and file the correspondence. Motion carried.
Recycle of Electronics by E-Scrap
This was tabled to the March 18, 2013 Town Board Meeting for an update from Supervisor Crane.
Town Board Meetings
Councilmember Buckalew moved, seconded by Councilmember Buisch to change the Town Board meeting time on the first Tuesday of the month from 7:00 p.m. to 5:00 p.m. Motion carried.
RESOLUTION #45-2013
Permission for Assessor Roach to Purchase a New Desk
On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 4 NAYS 0.
RESOLVED, to move the funds for the purchase of a new desk for Assessor Roach from the Assessor's budget account A1355.47 (Assessor Contractual) to A1355.2 (Assessor Equipment).

RESOLUTION #46-2013
Declare 1995 Dump Truck Surplus
On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 4 NAYS 0.
RESOLVED, to authorize Highway Superintendent Reyn to declare 1995 L-9000 Dump Truck surplus.
Bereavement: The matter of paid bereavement leave for full time employees was brought to the Board's attention by Town Clerk Vezzose and Highway Superintendent Reyn. Although historically provided, the provision was overlooked in both the current and the previous employee handbook. It was agreed that the case drawing attention to the oversight would be handled by use of PTO time. Councilmember Buisch will draw up language for the handbook for the Board's approval, at which time the PTO will be restored.
Resignation of Steven Connelly: Councilmember Buisch moved, seconded by Councilmember Traister to accept the resignation of Steven Connelly.
RESOLUTION #47-2013
Advertise for Highway Employee and Assessment Board of Review
On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 4 NAYS 0.
RESOLVED, to advertise a full time Highway Employee position and an Assessment Board of Review Member position.
RESOLUTION #48-2013
SBIA Voucher
On motion of Councilmember Buckalew, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 4 NAYS 0.
RESOLVED, to approve payment of 35% of the aquatic weed district funds to SBIA ($20,300). FURTHER RESOLVED that Attorney Knauf work with David Scudder to draw up a contract between SBIA and the Town, including a formula/timeframe for the distribution of the aquatic weed district funds to SBIA.

RESOLUTION #49-2013
Approve Building Inspector Gallant to Attend Seminar
On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 4 NAYS 0.
RESOLVED, to approve Building Inspector Gallant's participation in DOH seminar on revisions to NYS wastewater treatment regulations, Section 75.A, on Tuesday March 26, 2013, at a cost of $100.00.
Building Department Escrow Deposits: This has been tabled until the March 18, 2013 Town Board Meeting.

RESOLUTION #50-2013
Audit & Pay Bills
On motion of Councilmember Buckalew, seconded by Councilmember Traister the following resolution was ADOPTED - VOTE - AYES 4 NAYS 0.

Advertise Time Change for Meeting
On motion of Councilmember Traister, seconded by Councilmember Buisch the following resolution was ADOPTED - AYES 4 NAYS 0.
RESOLVED, to advertise the time change for the Town Board meeting held the first Tuesday of the month.
