Call to Order
Supervisor Laurie Crane called a special meeting of the Huron Town Board to order on June 11, 2013 at 6:45 p.m.
Flag Salute
There was no salute to the Flag since the meeting hall was not available for this meeting.
Roll Call
The following members were present: Councilmember David Buisch, Lois Buckalew, Alan Traister, Russell Teeple and Supervisor Laurie Crane.
Employment Vacancies
Discussion was held concerning the vacant position in the Building Department following the resignation of Tiffany Smith, Clerk to the Planning and Zoning Board. Councilmember Buisch presented possible solutions to the need for additional help for the Building Inspector and office coverage during the day, recommending a 19 hour week in order to provide office coverage during the day, noting the increase in hours would also serve as an incentive for someone to stay in the position. The day-time clerk would relieve the Building Inspector of the clerical duties that consume time and keep him from doing what he is paid to do. Councilmember Buckalew inquired what the duties would entail: In addition to performing as a clerk to the Planning and Zoning Board, making copies of zoning applications and all related documentation for the Zoning Board members, attending their meetings and transcribing minutes etc., the clerk would handle the clerical work, i.e., paper-work, documentation, record keeping of matters relating to enforcement of the Zoning Law, Septic Law, the Dock and Mooring Law, etc.. Assist the Building Department clerk in maintaining records, coordinating information, changes reported by the Assessment Department; sale of property etc..

Permission to Increase Working Time of Planning/Zoning Clerk Position and Fill the Vacancy
On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED- VOTE AYES-4 NAYS-1. Supervisor Crane voted nay.
RESOLVED, to increase the hours of the Planning/Zoning Clerk to 19 hours per week and fill the vacancy; starting salary without experience, $10.00 per hour per the salary schedule.

Advertise for Planning/Zoning Clerk and Board of Assessment Review Member
On motion of Councilmember Buisch, seconded by Councilmember Traister the following resolution was ADOPTED - AYES 5 NAYS 0.
RESOLVED, to advertise for the Planning/Zoning Clerk and for a Board of Assessment Review member.
Any Other Business
- Deputy Building Inspector Thompson is now home from the hospital and should be back to work on Monday June 17, 2013.
- MRB met with Building Inspector Gallant and would like to explain their quote for the expansion of the Town Hall project, to the Board.
- The Town Hall Heating System shows signs of age and loss of efficiency and will need to be upgraded.
- A constituent came in and expressed displeasure with the Town's decision to accept the bid of Kanga Roofing for the Town Hall and Highway Department roof projects, because Contractors with employees must pay prevailing wage, and therefore find it difficult to bid against them.
- Supervisor Crane was approached again to participate in the Farmworker Housing Rehab Program. The Board maintained their position, that this is not a good time to get involved in the project.
