Call to Order

The Organizational Meeting of the Huron Town Board was called to order by Supervisor Phil Eygnor on January 2, 2020 at 5:00 p.m. at the Huron Town Hall.

 

Roll Call

Upon roll call the following were present: Supervisor Phil Eygnor, Councilmember David Buisch, Councilmember Richard Reyn, Councilmember Russell Teeple and Councilmember Robert Cahoon.

Swearing in of Supervisor Phil Eygnor and Town Board Members Robert Cahoon and Russell Teeple

Phil Eygnor (Supervisor), Russell Teeple and Robert Cahoon is sworn in as a Town Board Members by Justice David Urban.

 

New York State Assembly Proclamation

Assemblyman Brian Manktelow presented Laurie Crane, with a Proclamation from the New York State Assembly for her many years of service to the Town of Huron and Wayne County.

 

RESOLUTION #01-2020

Town of Huron Policies

On motion of Councilmember Teeple moved, seconded by Councilmember Buisch the following resolution was ADOPTED – VOTE – AYES 5 NAYS 0.

     RESOLVED, to accept and approve the following:

Town of Huron Policies, Rules and Regulations (Revised and/or adopted and in place as of January 1, 2020) which is attached to these minutes.

 

Town Board Meeting Date

On motion of Councilmember Teeple moved, seconded by Councilmember
Buisch the following resolution was ADOPTED – VOTE – AYES 5 NAYS 0.

     RESOLVED, to approve Town Board meetings to be held the first Tuesday at 5:00 p.m. (except for November) and third Monday of each month at 6:00 p.m., unless a holiday in which case it will be held the day after on Tuesday.

 

Official Paper and Bank

Councilmember Buisch moved, seconded by Councilmember Teeple to use the Times of Wayne County as the Town’s official paper and Lyons National Bank’s the Town’s official Bank. All in favor of this motion.

 

RESOLUTION #02-2020

Officials Mileage

On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED – VOTE – AYES 5-NAYS 0.

     RESOLVED, to approve the official mileage reimbursement for Town business at     $ .58 per mile.

 

RESOLUTION #03-2020

Salaries for Elected Officials and Highway

On motion of Councilmember Cahoon, seconded by Councilmember Teeple the following resolution was ADOPTED – VOTE – AYES 5 NAYS O.                       

     RESOLVED, to accept the 2020 Compensation Schedule of elected officials and highway as published and attached to these minutes.

 

RESOLUTION #04-2020

Benefits for 2020

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following the following resolution was ADOPTED – VOTE – AYES 5 NAYS 0.

     RESOLVED, the following benefits:

(Employee Handbook Excerpt) Medical insurance coverage for you and your eligible family members is available through the Town of Huron if you are a regular full-time employee, regular part-time employee (30 hours or more) or one of the following elected officials –

Superintendent of Highways

Town Clerk

Town Supervisor

 

Effective October 1, 2015, the medical insurance offered by the Town is a high deductible insurance plan integrated with a Health Reimbursement Arrangement. Your health insurance plan is Affordable Care Act compliant.

 

Your medical insurance coverage is effective on the first day of employment or the first day of office as an elected official, provided eligibility requirements are met.  If you were employed or appointed year by year before January 1, 2010, your contribution is 10% of the monthly premium for your coverage and that of your eligible dependents, if applicable.

 

If you were employed or appointed year by year on or after January 1, 2010, the Town will pay 100% of the monthly premium for your single coverage and you will pay 100% of the monthly premium for dependent coverage.

 

If you were employed prior to 1 January 2012, and waived the medical insurance coverage provided by the Town, you qualified for a buy-out provision under this plan.  By providing documentation of comparable medical health insurance coverage and a signed waiver, you receive a health insurance buy-out payment equal to 40% of the annual premium the Town would otherwise have paid for your coverage.  The payment is made in equal amounts corresponding to your pay period, throughout the year.

 

Any person waiving the medical coverage provided by the Town on or after 1 January 2012, in the manner indicated above, will receive a medical insurance buy-out payment in the amount of $1,000.00 a year.  The payment will be spread out over twenty six (26) pay periods on a calendar year basis; the amount will be prorated for a partial year.

 

If you previously waived the health insurance offered by the Town, and lose the individual and/or dependent coverage of an ACA plan provided by other than the Town of Huron, you may be reinstated in the plan offered by the Town; However, reinstatement will be under the conditions effective January 1, 2010 or subsequent change by Town Boards resolution in effect at the time of reinstatement, regardless of the date of your employment.

 

Your contribution for medical insurance coverage is a pre-tax deduction from your paycheck in accordance with IRS Section 125.  The deduction is taken before federal, state and social security taxes are calculated, thereby reducing the amount of taxable income and increasing net wages.

 

The premiums for medical insurance coverage are subject to change by resolution of the Town Board.  The Town Board will provide a two-month written notice of a change in the premiums, provided the Town receives sufficient notice from the service provider.

 

Health Reimbursement Arrangement

 

This Health Reimbursement Arrangement (HRA) is integrated with a high deductible health insurance plan for regular full time, regular part time employees and elected officials working full time. If you are participating in the health insurance plan coverage, a percentage of the annual deductible applicable to the coverage in which you have enrolled will be funded by the Town through a HRA account. Your out of pocket cost toward the deductible occurs when your reimbursable medical/health expenses exceed the annual amount of your HRA account. Standard Workday for Retirement Benefits

Councilmember Teeple moved, seconded by Councilmember Buisch

to set the standard workday for all employees for retirement benefits: Highway (all) 8 hours, full time: Supervisor 8 hours, Town Clerk 8 hours, Building Inspector 8 hours, Building Inspector Clerk 8 hours, Highway Superintendent 8 hours, Assessor Clerk/Court Clerk 8 hours and Regular Part Time 6 hours and Part Time: (all others) 6 hours

 

Supervisor’s Committees

Supervisor Eygnor appointed the following committees:

David Buisch: Community Relations, Planning and Zoning, Policies, Employee Benefits and Website.

Russell Teeple: Deputy Supervisor, Highway, Water & Sewer and Agriculture

Robert Cahoon: Wind, Justice, Assessor, Grants and Dog Control

Richard Reyn: Emergency Management, Building Inspector, Buildings, Town Insurance and Historian

 

RESOLUTION #05-2020

Appointments for 2020

On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED – VOTE – AYES 5 NAYS 0.

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED – VOTE - AYES 5 NAYS 0

     RESOLVED, to adopt salaries for appointed position as per the 2020 Compensation Schedule which is attached to these minutes.

Payroll Schedule

On motion of Councilmember Reyn, seconded by Councilmember Cahoon the following resolution was ADOPTED – VOTE – AYES 5 NAYS 0

RESOLUTION #8-2020

Attorney Contract

On motion of Councilmember Buisch, seconded by Councilmember Reyn the following resolution was ADOPTED – VOTE – AYES 5 NAYS 0.

     RESOLVED, to contract with Knauf Shaw, LLP as Town Attorney for the year 2020 as per budget.

 

RESOLUTION #9-2020

Contract for Animal Control

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following resolution was ADOPTED – VOTE – AYES 5 – NAYS 0.

     RESOLVED, to contract with Gary Mettler as Animal Control Officer of the Town for the year 2020 as per budgeted amount.

 

RESOLUTION #10-2020

Contract for Custodian

On motion of Councilmember Cahoon, seconded by Councilmember Teeple the following resolution was ADOPTED – VOTE – AYES 5 – NAYS 0.

     RESOLVED, to contract with Glyde Dora as Custodian of the Town as per budgeted amount.

 

Lawnmowing for the Town

 

The Board reviewed three quotes for Lawn mowing service for the Town Hall:  William Halstead $2,300, Weeds n’ Things $1,560 and Blades & Spades $5,200.

Councilmember Cahoon recommended staying with the services of William Halstead at the budgeted amount of $2,300.

 

RESOLUTION #11-2020

Contract for Lawn Mowing

On motion of Councilmember Cahoon, seconded by Councilmember Reyn the following resolution was ADOPTED – AYES 5 NAYS 0.

     RESOLVED, to contract with William Halstead for lawn maintenance for the Town Hall and Historical Buildings as per budgeted amount.

 

RESOLUTION #12-2020

Contract for Maintenance

On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED – AYES 5 NAYS 0.

     RESOLVED, to contract with D. Bean Contracting for maintenance for the Town Hall. as per contracted amount.

 

Highway Responsibility for Town Buildings

The Highway Department will be responsible for Town Building’s for snow removal, minor repairs, spring clean-up and lawn maintenance (prepare for mowing).  All in Favor. 

 

Announcements

Regular Town Board Meeting Changes

First Tuesday of each Month except for November (no meeting will be held)

January 21, 2020 (Tuesday) at 6:00 p.m.

February 18, 2020 (Tuesday) at 6:00 p.m.

Spring Clean – Up date was discussed. To be determined.
