February 18, 2020: Town Board Minutes - Regular Meeting

Call to Order

Regular Meeting of the Huron Town Board was called to order by Deputy Supervisor Russell Teeple at the Huron Town Hall on February 18, 2020 at 6:00 pm.

 

Flag Salute

Deputy Supervisor Teeple led the flag salute.

 

Roll Call

Upon roll call the following members were present: Deputy Supervisor Russell Teeple, Councilmembers' David Buisch and Richard Reyn. Supervisor Phil Eygnor and Councilmember Bob Cahoon were absent.

 

Others Present

Deputy Town Clerk/Recording Secretary Wendy Sipes, Highway Superintendent Gerritt Reyn, Jim Fowler, Kristy Ritter, Brian Ritter, and John Heckel.

 

Welcome

Deputy Supervisor Teeple welcomed everyone and thanked them for coming.

 

Public Participation

There was none.

 

Correspondence

  1. Certificate of Completion for Hannah Eygnor for attendance at NYS Emergency Mgmt. Certification and Training.

  2. Letter from Wayne County IDA on Expiration of WCIDA

     

A brief discussion followed the reading of the correspondence.  The Board discussed the expiration of the WCIDA.

 

Fowlers Marina and Resolution 145-2019

Requesting the Town Board reconsider the decision of Resolution 145-2019, Brian Ritter gave a presentation detailing the history of efforts to sell Fowlers Marina, and impact should the property be removed from the tax roll.  In view of the nature of the issue, Councilmember Buisch recommended the matter come before the full Town Board. 

 

Town Vehicles

Highway Superintendent Gerritt Reyn presented information on possible Municipal leases for both Chevrolet and Ford vehicles.  After a short discussion the Board decided to wait until the full Town Board could be present for a decision.

 

Sewer District Revenue Code

Code Definition for the Board:  Revenues derived from providing services to customers on an equitable basis other that usage.  Also includes sewer hookup charges and all other applicable charges.

The current budgeted Revenue code being used is in the Interest revenue category, which doesn’t correctly describe the revenue to the State Comptroller on the AUD.  Approval of a new code and a Budget Amendment to move the Revenue figure to the new code, is needed.


RESOLUTION #26-2019

Permission to create a new Revenue code in Sewer District #1

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following resolution was ADOPTED-AYES 3 NAYES 0.

     RESOLVED, to approve the creation of a new Revenue code SSA2122 Sewer Charges-Pump Replacement Fund for Sewer District #1, and Budget amendment moving $9,500.00 from SSA2403 Interest to SSA2122 Sewer Charges-Pump Replacement Fund.

RESOLUTION #27-2019

Permission to place ads for public hearings for Local Laws 1&2 of 2020

On motion of Councilmember Buisch, seconded by Councilmember Reyn the following resolution was ADOPTED-AYES 3 NAYES 0.

     RESOLVED, to place an ad in Times informing the public of Public Hearings on March 16,2020, at 6:10pm and 6:20pm on Local Laws 1 and 2 of 2020 respectively.

 

Committee Reports 

Councilmember Teeple

Water:    Supervisor Eygnor will be meeting with David Doyle and Cindy Newcomb to discuss the water districts.

Port Bay Sewer:    There will be a Public Hearing March 16, 2020 to discuss the Sewer District.

Highway:    Highway Superintendent Reyn reported the Highway Department is doing the usual winter highway work.

Building Inspectors Monthly Fee Report:    Councilmember Reyn moved, seconded by Councilmember Teeple to receive and file the Building Inspector’s January 2019 monthly fee report.  Motion Carried

 

Councilmember Buisch

Planning Board Minutes:    Councilmember Buisch moved, seconded by Councilmember Reyn to approve the Planning Board Meeting Minutes for January 6, 2020.  Motion carried.


Supervisor Eygnor (absent)

Town Clerk's Monthly Report:    Councilmember Buisch moved, seconded by Councilmember Reyn to approve the January 2020 monthly report of the Town Clerk.  Motion carried.

Town Board Meeting Minutes:    Councilmember Reyn moved, seconded by Councilmember Buisch to approve the Organizational Meeting Minutes for January 2, 2020.  Motion carried.

Councilmember Buisch moved, seconded by Councilmember Reyn to approve the Regular Meeting Minutes for January 2, and January 21, 2020. Motion carried.
