Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor
at the Huron Town Hall on May 04, 2020 at 9:00 am.

Upon
roll call the following members were present: Supervisor Philip Eygnor,
Councilmembers’ Russell Teeple, David Buisch, Bob Cahoon and Richard Reyn.

Eygnor welcomed everyone and thanked them for coming and attending.
Purchase
of Town Vehicles
Due
the uncertainty of the COVD19 impact on the budget, Councilmember Teeple moved,
seconded by Councilmember Cahoon to table this matter.
R-Options
Quote
The Board
discussed the quote received from R-Options to improve sound and recording
equipment in the meeting room. Leery
about spending funds at this time Councilmember Teeple moved, seconded by
Councilmember Reyn to table this matter.
Highway
Quotes for Siding Main Shop
The
board discussed if they should proceed with this. Councilmember Teeple asked if
this is something the highway employees could do. A: They are busy with
normal work. Councilmember Reyn moved, seconded by Councilmember Buisch to
table this matter until the fall.
Spring
Clean-Up
-
The Board discussed having the Spring Clean Up
and social distancing guidelines to be followed: All persons, whether or not
wearing a mask, must remain in their vehicle;
-
items will be removed by a highway employee or
board member;
-
the attendee receiving required payments will
wear gloves and a mask.
All
highway employees will be asked to work that day. The budget will be adjusted
accordingly. Supervisor Eygnor will work 8-4; Councilmember Reyn and Cahoon
8-10; Councilmember Teeple 10-2 and Councilmember Buisch 2-4.
RESOLUTION
#53-2020
Spring
Clean-Up
On
motion of Councilmember Reyn,
seconded by Councilmember Teeple the following resolution was ADOPTED – AYES 5
NAYS 0.
RESOLVED,
to give Town Clerk permission to advertise for the Spring Clean Up to be held
on June 6, 2020 from 8 a.m. – 4 p.m.
Any Other Business
The
Board discussed the following:
CHIPS Funds: Supervisor
Eygnor reported that the state is cutting 50% on municipalities but not sure
where it is coming from. Highway Superintendent Reyn said there is talk they
will be getting some funding but not sure how much.

Approval of Transfers
On
motion of Councilmember Reyn, seconded by Councilmember Buisch the following
resolution was ADOPTED – AYES 5 NAYS 0.

Audit and Pay Bills
On
motion of Councilmember Reyn, seconded by Councilmember Buisch the following
resolution was ADOPTED – AYES 5 NAYS 0.
RESOLVED, to audit and give
permission to pay the following vouchers:

Executive Session
Councilmember
Reyn moved, seconded by Councilmember Buisch to go into executive session for
discussion on a specific personnel matter at 10:21 a.m. Town Clerk Vezzose and Highway
Superintendent Reyn were asked to stay.
Out of Executive Session
Councilmember
Teeple moved, seconded by Councilmember Reyn to come out of executive session
at 10:37 a.m.
RESOLUTION #56-2020
Purchase of Fowlers Land
On
motion of Councilmember Teeple, seconded by Councilmember Reyn the following
resolution was ADOPTED – AYES 5 NAYS 0.
RESOLVED, to approve the
purchase of .344 acres (strip of land bordering Town land) at a cost of $4,200 plus
the cost of survey the survey costs; Attorney Kendall will draft the necessary
documents.
RESOLUTION #57-2020
Certified Letter to DEC
On
motion of Councilmember Reyn, seconded by Councilmember Teeple the following
resolution was ADOPTED – AYES 5 NAYS 0.
RESOLVED, to write a
certified letter to DEC for the purchase of Fowler’s Marina and that the Town Board
has no objections.
Huron
Evergreen Cemetery Meeting
Supervisor
Eygnor was approached by the Cemetery Committee to hold a Special Meeting at
the Town Hall. Councilmember Teeple moved, seconded by Councilmember Buisch to
allow the meeting of less of 10 attendees at the Town Hall, without precedent.
