Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on July 7, 2020 at 5:00 pm.

Flag Salute was led by Supervisor Eygnor.
Roll Call
Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Bob Cahoon, Russell Teeple and Richard Reyn. Councilmember David Buisch was absent.

Supervisor Eygnor welcomed everyone and thanked them for coming and attending via Zoom.

Deborah Levreault - Water
Deborah Levreault 7275 East Bay Road, approached the Board with a request for public water on her road; her well runs dry and clean water is essential. She lives within 3 miles of the water line on Lake Bluff Road. There are a number of homes in the East Bay area that want and need public water.
She is concerned about COVID 19 and the possibility of being quarantined, unable to leave her home and lack of water: "The Town should provide useable water to its taxpayers." Making reference to the United Nations, she stated universal access to clean water is a human right and essential that towns and cities provide it. She also commented that she noticed Clapper Road with water lines within the last year, in farmland with few homes located on the road. She has forwarded a petition with signatures from residents who would like water on her road.
Supervisor Eygnor: Confirmed that 2 new water districts have already been established with the expectation of starting as early as this past Spring. COVID 19 has interrupted progress on those districts, adding she is not alone in needing water. It is a matter of time.
Councilmember Reyn: Asked how long have she has been a property owner in Town of Huron? A: 15 years.
The line on Clapper Road was a line put in when Water #7 was created for Port Bay Road. The Town has started different water districts; income surveys are needed and getting the residents to fill them out is a struggle. People don’t understand the cost that is going to come back to the taxpayer to pay for the debt service for funding the project.
Deborah Levreault: Commented that she would be unable to sell her home at market value without public water. Reiterating her initial concerns she will continue to sit in on Town Board meetings until something happens. "I pay my taxes and I feel my town should be providing good clean useable water to its residents. We are not a third world country."
Attorney Kendall: Expressed understanding of her concerns. The process is lengthy. It is formed by petition or Town Board resolution. The town has 2 water districts, a Regional Water Tank and a Sewer District on its plate right now.
If there is a certain % of the land owners (in the area) signed to get this (a district) started then an engineer has to map out the area. Are there lower incomes involved? If there are funding applications for grants or bonds can be initiated. Even with a petition it would be a few years. Attorney Kendall will get Deborah the contact info and will provide the necessary steps.
Councilmember Teeple: Suggested helping people out with a map and a signature line.
Councilmember Cahoon: The Town Board would be willing to provide a form with the information to help us help you.
SBIA Weed Harvesting Agreement
RESOLUTION #70-2020
Accept Aquatic Weed Contract
On motion of Councilmember Teeple, seconded by Councilmember Reyn the following resolution was ADOPTED – AYES 4 NAYS 0.
RESOLVED, to accept the contract with SBIA for Aquatic Weed control; signatures of Board members required. The contract is attached to these minutes.
Any Other Business
The minutes of SBIA Meeting of June 13, 2020 were received as well as the Financial Report. COVID 19 Reopening Safety Plan was received.
Committee Reports
Councilmember Teeple
Water: Russ and Phil will work on the petitions. Attorney Kendall will get the form that needs to be filled out. Progress on the 2 water districts in the works, is at a standstill right now.
Port Bay Sewers: Moving along.
Highway: Highway Superintendent Reyn reported that the building has been finished; the whole wall was insulated. He has received the Resignation of Brian Williams effective September 30, 2020.

On motion of Councilmember Reyn, seconded by Councilmember Teeple the following resolution was ADOPTED – AYES 4 NAYS 0.

RESOLUTION #72-2020
Advertise for FT Highway Position
On motion of Councilmember Teeple, seconded by Councilmember Reyn the following resolution was ADOPTED – AYES 4 NAYS 0.
RESOLVED, to advertise for a Full Time Highway Position.
RESOLUTION #73-2020
New Printer- Highway Superintendent
On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 4 NAYS 0.
RESOLVED, to give the Highway Superintendent permission to purchase a new printer to not exceed $300.00.

Councilmember Teeple
Fowlers Property: Attorney Kendall reported that the Town is waiting on information, no need for a contract; concern on mortgages on file at the County. The Town needs assurance there are no liens.
Councilmember Cahoon
Justice Report: Councilmember Cahoon moved, seconded by Councilmember Reyn to accept the March and April 2020 Justice Court Report. Motion carried.
Councilmember Reyn
Historian: Historian Fox reported that they have a good start on Old Wolcott; there is good representation of Huron and Rose. Councilmember Reyn moved, seconded by Councilmember Teeple to accept the Historian Report and the cancellation which is attached to these minutes.

Supervisor Eygnor reported on the following:
Attorney Kendall
Regional Tank: Working on the Regional Tank; received the map plan and report draft and will forward on. The Town will have to form an Article 12C possibly in August.
Butler Sewage Project: Received confirmation that the proposal in Butler for the Sewage Treatment facility project has been withdrawn.
Incentive Zoning: Proposed Local Law #4 of 2020 is going to County Planning 7/29/20. Councilmember Teeple asked about the explanation for individuals interested.
The Town should move forward with this regardless; it provides flexibility for any new development.

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 4 NAYS 0.

Audit and Pay Bills
On motion of Councilmember Reyn, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 3 NAYS 0.

Executive Session
Councilmember Reyn moved, seconded by Councilmember Cahoon to go into executive session for discussion on a specific personnel matter at 5:48 p.m. Town Clerk Vezzose, Highway Superintendent Reyn and Attorney Kendall were asked to stay.
Out of Executive Session
Councilmember Reyn moved, seconded by Councilmember Teeple to come out of executive session at 6:08 p.m.
Personnel Matter
Upon completion of their review of the matters raised it was determined that a Letter of Reprimand and Warning be issued since the conduct under review is repetitive. All in Favor.

Councilmember Reyn moved, seconded by Councilmember Teeple to adjourn at 6:18 p.m. Motion carried.
