Call to Order

Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on July 20, 2020 at 6:00 pm.

 

Flag Salute

Flag Salute was led by Supervisor Eygnor.

 

Roll Call

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Bob Cahoon, David Buisch, Russell Teeple and Richard Reyn.

Welcome

Supervisor Eygnor welcomed everyone and thanked them for coming.

 

Public Participation

Deborah Leverault addressed the Board about the need for public water in her area.  She lives on East Bay which is not covered by a water district.  Attorney Amy Kendall explained the lengthy process for establishing a water district.  Supervisor Eygnor explained that meetings with MRB (Engineering firm) are being held to discuss Huron’s water districts.

  1. Certificate of Membership from Association of Towns for 2020.

Huron Laws #1-3 2020 have been filed with the State.

 

Committee Reports

  

Councilmember Teeple

Water:    Meeting tomorrow July 21, 2020 with MRB to discuss water districts. Supervisor Phil Eygnor would like to have a plan to provide water for the entire Town of Huron, in place.

Port Bay Sewers:    Moving along.

Highway:    The Highway Department has been paving, mowing, and finishing summer jobs. Councilmember Reyn reported that the Highway Department installed new pipes and dirt on Wright Rd.

 

Councilmember Cahoon

Nothing New to report.

 

Councilmember Reyn

Receive and File Building Inspector Monthly Fee Reports:    Councilmember Reyn moved, seconded by Councilmember Buisch to receive and file the June Building Inspector Monthly Fee Reports. Motion carried.

Historical Marker:   Historian Rosa Fox has received approval from Pomeroy Grant for a Historical Marker for Purdy’s Dock.

 

Councilmember Buisch

 Zoning:    Councilmember Buisch moved to receive and file the ZBA Minutes of July 14, 2020; seconded by Richard Reyn.  All in favor.

 

Supervisor Eygnor

Town Clerk Monthly Report:   Councilmember Cahoon moved, seconded by Councilmember Teeple to approve the June 2020 monthly report of the Town Clerk.  

Town Board Meeting Minutes:    Councilmember Reyn moved, seconded by Councilmember Cahoon to approve the June 2, 2020 and June 15, 2020 Regular Meeting Minutes. Motion Carried.

Resumption of Court Proceedings:    The Court will be opening August 10, 2020.  To comply with the distancing guidelines of Covid 19, the back door to the meeting room will be used:  The main entrance and door leading to meeting room from the foyer will be locked.  The Court is requesting a tent be placed at the back of the building for registration of defendants and a portable restroom be made available.

 

RESOLUTION #77 -2020

Permission to Rent Portable Restrooms and Tent

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to give permission to rent 2 portable restrooms and a tent at a cost not to exceed $2,000.00.

 

Attorney Kendall

WCWSA:    There will be a public meeting next month to explain the reasons for the need of a regional water storage tank and the cost.

 

RESOLUTION #78 -2020

WCWSA

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to accept and file the resolution creating a water system improvement area (WCWSA regional water storage tank project). The resolution is attached to these minutes.

 

Fowler Property:    This is proceeding forward.

 

RESOLUTION #79-2020

Approval of Transfers

On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to approve the following transfers:

From DA5113-40 (Permanent Improvements) to DA5113.41 (Crack Sealing) $62.04

 

RESOLUTION # 80-2020

Audit and Pay Bills

On motion of Councilmember Buisch, seconded by Councilmember Teeple the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to audit and give permission to pay the following vouchers:

      July 20, 2020

      Vouchers   176381- 176425                          $153,427.59

      General                   $  17,468.61

      Highway                 $135,958.98

Councilmember Reyn moved, seconded by Councilmember Teeple to adjourn at 6:24 p.m.  Motion carried.
