Call to Order

Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on September 21, 2020 at 6:00 pm.

 

Flag Salute

Flag Salute was waived due to the Flag Salute at the previous meeting.

 

Roll Call

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Bob Cahoon, Russell Teeple, David Buisch and Richard Reyn.

 

Others Present

Recording Clerk/Secretary Tammy Vezzose and Highway Superintendent Gerritt Reyn.

Welcome

Supervisor Eygnor welcomed everyone and thanked them for coming and attending via Zoom.

Accept Resignation

Councilmember Teeple moved, seconded by Councilmember Buisch to accept the Resignation of Thomas Stoughtenger effective immediately as Town Constable.

 

RESOLUTION #111-2020

Advertise for Town Constable

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to give Town Clerk permission to advertise for Town Constable.

 

RESOLUTION #112-2020

Accept the 2021 Budget for Alton Fire Protection

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to accept the 2021 Budgeted Amount of $30,434.00 for Alton Fire Protection.

RESOLUTION #113-2020

Permission for Court to Apply for 2021 JCAP Grant

On motion of Councilmember Cahoon, seconded by Councilmember Teeple the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, give Court permission to apply for the 2021 JCAP Grant to purchase 1 Judicial Robe, 2 Dymo Labelers, 1 Shredder and 4 Battery Back Ups at a cost of $1,206.87.

 

Committee Reports   

Councilmember Teeple

Water:    Supervisor Eygnor has finalized paperwork for funding Water District #8. The Town will start preliminary work on Water District #9.   

Port Bay Sewers:    Finishing up.  

Public Hearing for Lakeshore Volunteer Ambulance Contract

Open and Close Public Hearing

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the Public Hearing for Lakeshore Volunteer Ambulance was opened at 6:11 p.m.

The Board discussed the contract which has no change from 2020. There was no one from the Public who wished to speak.

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the Public Hearing for Lake Shore Volunteer Ambulance was closed at 6:12 p.m.

 

RESOLUTION #114-2020

Approval of Lake Shore Volunteer Ambulance Contract

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to approve the Lake Shore Volunteer Ambulance Contract at the budgeted amount.

Highway:    Highway Superintendent Reyn reviewed applications for the vacant Highway position (the previous applicant withdrew). Finding no qualified applicant in the Town, recommends employment of Alan Ciaramella.  

RESOLUTION #115-2020

Appointment of FT Highway Position

On motion of Supervisor Eygnor, seconded by Councilmember Reyn the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED to employ Alan Ciaramella as a FT Highway Position effective 10/5/2020 or other date, at the discretion of Highway Superintendent Reyn and Alan Ciaramella at the pay scale starting rate and subject to a 12 month probation period.

 

Public Hearing for Huron – Wolcott Fire Protection Contract

Open and Close Public Hearing

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the Public Hearing for Huron Wolcott Fire Protection was opened at 6:16 p.m.

The Board discussed the contract which has a 2% change from 2020. There was no one from the Public who wished to speak.

On motion of Councilmember Teeple, seconded by Supervisor Eygnor the Public Hearing for Huron Wolcott Fire Protection was closed at 6:16 p.m.

 

RESOLUTION #116-2020

Approval of Huron – Wolcott Fire Protection Contract

On motion of Councilmember Teeple, seconded by Councilmember Reyn the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to approve the Huron – Wolcott Fire Protection Contract at the budgeted amount.

Councilmember Teeple

Highway:    Highway Superintendent Reyn said they are working on the sand pile and cutting shoulders.  He inquired about the status of the Shared Service Agreement with NYS and the purchase of the property from Fowler Farms.  Attorney Kendall:  Town is waiting on the Fowler's attorney.

Councilmember Reyn commended Highway on having the summer mower - "it looks great around Town."  

Public Hearing for Proposed Local Law #5 of 2020 (Tax Cap)

Open and Close Public Hearing

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the Public Hearing for Proposed Local Law #5 of 2020 was opened at 6:20 p.m.

Attorney Kendall explained the Local Law which would override the tax levy limit established in General Municipal Law 3-c. There was no one from the Public who wished to speak.

On motion of Councilmember Teeple, seconded by Councilmember Reyn the Public Hearing for Proposed Local Law #5 of 2020 was closed at 6:24 p.m.

 

RESOLUTION #117-2020

Adoption of Local Law #5 of 2020

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to adopt Local Law No. 5 or 2020.  The Resolution and Local Law No.5 of 2020 is attached to these minutes.  

Councilmember Cahoon

Justice Report:    Councilmember Cahoon moved, seconded by Councilmember Teeple to receive and file the Justice Report. Motion carried.

 

Councilmember Reyn

Building Inspector’s Monthly Report:    Councilmember Reyn moved, seconded by Councilmember Buisch to receive and file the Building Inspector’s August Monthly fee Report. Motion Carried.

 

Councilmember Buisch

Zoning Board: Councilmember Buisch moved, seconded by Councilmember Cahoon to receive and file the August 11, 2020 Zoning Board of Appeals Minutes. All in favor.

Buildings: LED lights were discussed for the Street lights. Subject to review.

 

Supervisor Eygnor

Town Clerk Monthly Report: Councilmember Cahoon moved, seconded by Councilmember Buisch to approve the August 2020 monthly report of the Town Clerk.

Town Board Meeting Minutes: Councilmember Cahoon moved, seconded by Councilmember Buisch to approve the August 4, 2020 and August 17, 2020 Regular Meeting Minutes. Motion Carried.

Supervisor’s Report:    Councilmember Cahoon moved, seconded by Councilmember Buisch to receive and file the Supervisor’s Report. Motion carried.

Nothing to Report.  

RESOLUTION #118-2020

Audit and Pay Bills

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following resolution was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to audit and give permission to pay the following vouchers:

September 21, 2020

General                                     $ 17,877.98

Highway                                    $ 48,704.95
