Call to Order
Special Emergency Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on November 19, 2020 at 4:00 pm.

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ David Buisch, Bob Cahoon and Richard Reyn. Councilmember Russell Teeple was absent.

Welcome
Supervisor Eygnor welcomed everyone and thanked them for attending. An error in the 2021 Budget figures was found relating to the (1) the regional Water Tank Project and (2) small claims settlements. Thanks to Attorney Amy Kendall, Town Clerk Tammy Vezzose and Assessor David Roach it is resolved. Since the correction involved the unit/or tax value/1000 budget line, the tax rate changed from $ $4.055660 to $4.056245.
RESOLUTION #149-2020
Adopt Final Budget
On motion of Councilmember Reyn, seconded by Councilmember Buisch the following resolution was ADOPTED – AYES 4 NAYS 0.
RESOLVED, to adopt the Final Budget Resolution and Certification of the Town Clerk which is attached to these minutes.
Any Other Business
The Town Board discussed the impact of COVID on families with school-age children: Closure of schools or alternate scheduling places a burden on a working parent to be at home when there is no other recourse. The Town's family leave policy is unpaid. The Town currently has an employee dealing with this situation involving the recent birth of a child, limiting parental supervision of school-age children. Councilman Buisch proposed a special provision which follows the guidelines of the NYS COVID provisions, paying two thirds of the base hourly rate for no more than ten weeks or 400 hours.

Special Provision under COVID
On motion of Councilmember Reyn, seconded by Supervisor Eygnor the following resolution was ADOPTED – AYES 4 NAYS 0.
RESOLVED, to adopt a special COVID provision, paying 2/3 of the base hourly rate per workday, for no more than ten weeks or 400 hours, to care for school-age children at home due to school closure or alternate scheduling; there being no other source of care available.
Paid FMLA: Attorney Kendall discussed the paid FMLA. Her firm will send information to the Board for consideration.
Policy Regarding Benefit Units for Water: The Board discussed the need to redefine the policy on Benefit Units for Water. The Town can look at this in the future and it should be done by people benefitting the most.

Councilmember Reyn moved, seconded by Councilmember Cahoon to adjourn at 5:06 pm.
