Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on January 5, 2021 at 5:22 pm.
Flag Salute
Flag Salute was dispensed with, in view of the uninterrupted session of the Board.
Roll Call
Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Russell Teeple, David Buisch, Bob Cahoon and Richard Reyn.
Others Present
Recording Clerk/Secretary Tammy Vezzose and Highway Superintendent Gerritt Reyn.
Others Present Via Zoom Attorney Amy Kendall, Historian Rosa Fox, Councilmember Russ Teeple, Account Clerk Galek and Deborah Levreault.
Supervisor Eygnor welcomed everyone and thanked them for coming.

RESOLUTION #13-2021
Resolution on Executive Order 202.83
On motion of Councilmember Cahoon, seconded by Supervisor Eygnor the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED, to accept Resolution on Executive Order 202.83 which is attached to these minutes.
Proposed Local Law #1 of 2021
Attorney Kendall spoke on the Proposed Local Law #1 of 2021: Battery Storage System Regulation.
RESOLUTION #14-2021
Proposed Local Law #1 of 2021
On motion of Councilmember Reyn, seconded by Councilmember Teeple the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED, to set the Public Hearing for Proposed Local Law #1 of 2021 (Local Law to Amend the Town of Huron Zoning Law to add Provisions related to Battery Energy Storage System Regulation) on February 2, 2021 at 5:05 p.m. and give Town Clerk permission to advertise.

Advertise for Vacant Positions
On motion of Councilmember Reyn, seconded by Councilmember Cahoon the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED, to advertise for vacant Board of Assessment Review positions.
RESOLUTION #16-2021
Funds Transfer
Councilmember Reyn moved, seconded by Supervisor Eygnor the following was ADOPTED – AYES 5 NAYS 0.
RESOLVED, to appoint Wendy Sipes as Clerk PT – Town Clerk’s Office and to transfer funds from A1410-1051 (Deputy Clerk) to A1620-1000 (Clerk-Buildings Personnel) $8,232.00
RESOLUTION #17-2021
Delegate to Association of Towns Annual Conference
On motion of Councilmember Cahoon, seconded by Councilmember Reyn the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED, to appoint Supervisor Philip Eygnor as Delegate to the Association of Towns Annual Conference to be held February 14-17, 2021.
Dan Delisio – DD2 Consulting
Dan Delisio addressed the Board concerning IT services his firm, DD2 Consulting, would provide relative to the needs of the Town of Huron. DD2 Consulting is familiar to the Town, having worked in other capacities over the past five years. Billing is for time worked, there is no monthly maintenance charge and all materials are purchased at competitive pricing - best price. Equipment is installed by DD2 Consulting.
Attorney Kendall addressed the Town's #1 priority - the Town's Cyber Security Policy, inquiring if DD2 Consulting had experience in this area; to which he responded "yes".
Dan Delisio proposed that should DD2 Consulting services be contracted, the first quarter would focus on review of Town's Cyber Security Policy; determining the life cycle of all equipment; review of system's backup and interface with BAS and BAS systems. "The game plan is inventory and then evaluation. We will be looking at the system to identify what is laid out. After the first quarter DD2 can make a recommendation." Councilmember Buisch asked what his firm considered a proper system? They favor a server-based system with access to each level.
RESOLUTION #18-2021
DD2 Consulting as Consultant
On motion of Councilmember Reyn, seconded by Supervisor Eygnor the following was ADOPTED – AYES 5 NAYS 0.
RESOLVED, to engage DD2 Consulting as a Consultant for 10-15 hours at $95.00 per hour, to survey the Town's IT systems, including information from previous company; and also review the Cyber Security Policy. Supervisor Eygnor has permission to sign contract to not exceed 15 hours.

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following was ADOPTED – AYES 5 NAYS 0.
