Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on January 19, 2021 at 6:00 pm.

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Russell Teeple, David Buisch, Bob Cahoon and Richard Reyn.

RESOLUTION #23-2021
Resolution on Executive Order 202.83
On motion of Councilmember Cahoon, seconded by Supervisor Eygnor the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED, to accept the revised Resolution on Executive Order 202.83 which is attached to these minutes.
RESOLUTION #24-2021
Revised 2021 Compensation Schedule
On motion of Councilmember Cahoon, seconded by Supervisor Eygnor the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED, to accept the revised 2021 Compensation Schedule which is attached to these minutes.
Any Other Business
Liquor License Application: Town Clerk received an application from the Saltbox Smokehouse for the 30-day Advance Notice. Supervisor Eygnor has issued a waiver of the 30-day notification.
After-hours Emergency Veterinary Services: Notice from Lyons Veterinary Clinic, providing the names of two veterinary services who offer after-hours emergency services.

RESOLUTION #25-2021
SEQR Resolution – Designating Lead Agency
On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED,
WHEREAS, the Town of Huron Town Board (hereinafter referred to as “Town Board”) on December 1, 2020 declared its intent to be designated the Lead Agency for the Town of Huron Water District No. 9 under the provisions of the State Environmental Quality Review (SEQR) Regulations; and
WHEREAS, the Town Board has provided written notices to this effect to the involved and interested agencies; and
WHEREAS, the Town Board has not received any written objections from the involved agencies to the Town Board being designated as the lead agency under the SEQR Regulations; and
WHEREAS, the Town Board has previously determined that it is the most appropriate agency to insure the coordination of this Action and for making the determination of significance thereon under the SEQR Regulations.
NOW, THEREFORE BE IT RESOLVED that the Town Board does hereby designate itself as the lead agency for the Action identified above herein;
RESOLUTION #26-2021
SEQR Resolution – Determination of Environmental Significance
On motion of Councilmember Teeple, seconded by Councilmember Buisch the following was ADOPTED-AYES 5 NAYS 0.
RESOLVED,
WHEREAS, the Town of Huron Town Board (hereinafter referred to as “Town Board”) has determined the above referenced Action to be a Type 1 Action pursuant to Part 617 of the State Environmental Quality Review (SEQR) Regulations; and
WHEREAS, the Town Board has reviewed and accepted the completed Full Environmental Assessment Form Parts 1, 2, and 3 including the supporting information on the Action prepared by the MRB Group (hereinafter referred to as “Town Engineer”); and
WHEREAS, the Town Board has completed the coordinated review and public comment period provided for under the SEQR Regulations; and
WHEREAS, the Town Board has designated itself as lead agency under the SEQR Regulations for making the determination of significance upon said Action by a separate resolution at the January 18, 2021 meeting; and
WHEREAS, the Town Board has given consideration to the criteria for determining significance as set forth in Section 617.7(c) (1) of the SEQR Regulations and the information contained in Full Environmental Assessment Form Parts 1, 2, and 3.
NOW THEREFORE BE IT RESOLVED, that said Action WILL NOT result in any significant adverse environmental impacts based on the review of the Full Environmental Assessment Form; and
BE IT FINALLY RESOLVED that the Town Board does hereby make a Determination of Non-Significance on said Action, and the Town Supervisor is hereby directed to sign the Full Environmental Assessment Form (EAF) Part 3, the Negative Declaration, as evidence of the Town Board determination of environmental non-significance.

Councilmember Teeple moved, seconded by Councilmember Cahoon to go into executive session for discussion on a specific personnel matter at 6:25 p.m.

Councilmember Teeple moved, seconded by Councilmember Cahoon to come out of Executive Session at 6:34 p.m.
Adjournment
Councilmember Teeple moved, seconded by Supervisor Eygnor to adjourn at 6:34 pm. Motion carried.
