Call to Order

Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on January 19, 2021 at 6:00 pm.

 

Flag Salute

Flag Salute was led by Supervisor Philip Eygnor.

 

Roll Call

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Russell Teeple, David Buisch, Bob Cahoon and Richard Reyn.

RESOLUTION #23-2021

Resolution on Executive Order 202.83

On motion of Councilmember Cahoon, seconded by Supervisor Eygnor the following was ADOPTED-AYES 5 NAYS 0.

     RESOLVED, to accept the revised Resolution on Executive Order 202.83 which is attached to these minutes.  


RESOLUTION #24-2021

Revised 2021 Compensation Schedule

On motion of Councilmember Cahoon, seconded by Supervisor Eygnor the following was ADOPTED-AYES 5 NAYS 0.

     RESOLVED, to accept the revised 2021 Compensation Schedule which is attached to these minutes. 


Any Other Business

Liquor License Application:   Town Clerk received an application from the Saltbox Smokehouse for the 30-day Advance Notice. Supervisor Eygnor has issued a waiver of the 30-day notification.

After-hours Emergency Veterinary Services:   Notice from Lyons Veterinary Clinic, providing the names of two veterinary services who offer after-hours emergency services.

 

Committee Reports  

Councilmember Teeple

Water:    The Town has paid for Water #8 & #9 engineering designs and will now need to approve SEQR Resolutions on Water #9. 

RESOLUTION #25-2021

SEQR Resolution – Designating Lead Agency

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED-AYES 5 NAYS 0.

     RESOLVED,

WHEREAS, the Town of Huron Town Board (hereinafter referred to as “Town Board”) on December 1, 2020 declared its intent to be designated the Lead Agency for the Town of Huron Water District No. 9 under the provisions of the State Environmental Quality Review (SEQR) Regulations; and

WHEREAS, the Town Board has provided written notices to this effect to the involved and interested agencies; and

WHEREAS, the Town Board has not received any written objections from the involved agencies to the Town Board being designated as the lead agency under the SEQR Regulations; and

WHEREAS, the Town Board has previously determined that it is the most appropriate agency to insure the coordination of this Action and for making the determination of significance thereon under the SEQR Regulations.

NOW, THEREFORE BE IT RESOLVED that the Town Board does hereby designate itself as the lead agency for the Action identified above herein;

RESOLUTION #26-2021

SEQR Resolution – Determination of Environmental Significance

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following was ADOPTED-AYES 5 NAYS 0.

     RESOLVED,

WHEREAS, the Town of Huron Town Board (hereinafter referred to as “Town Board”) has determined the above referenced Action to be a Type 1 Action pursuant to Part 617 of the State Environmental Quality Review (SEQR) Regulations; and

WHEREAS, the Town Board has reviewed and accepted the completed Full Environmental Assessment Form Parts 1, 2, and 3 including the supporting information on the Action prepared by the MRB Group (hereinafter referred to as “Town Engineer”); and

WHEREAS, the Town Board has completed the coordinated review and public comment period provided for under the SEQR Regulations; and

WHEREAS, the Town Board has designated itself as lead agency under the SEQR Regulations for making the determination of significance upon said Action by a separate resolution at the January 18, 2021 meeting; and

WHEREAS, the Town Board has given consideration to the criteria for determining significance as set forth in Section 617.7(c) (1) of the SEQR Regulations and the information contained in Full Environmental Assessment Form Parts 1, 2, and 3.

NOW THEREFORE BE IT RESOLVED, that said Action WILL NOT result in any significant adverse environmental impacts based on the review of the Full Environmental Assessment Form; and

BE IT FINALLY RESOLVED that the Town Board does hereby make a Determination of Non-Significance on said Action, and the Town Supervisor is hereby directed to sign the Full Environmental Assessment Form (EAF) Part 3, the Negative Declaration, as evidence of the Town Board determination of environmental non-significance.

Water Continued:   Attorney Kendall informed the Board that Water #9 does not fall within the  the LWRP zone, so no analysis is required.

Port Bay Sewers:    Nothing new to Report.

Highway:    The Highway Department is responding to winter weather issues.  

Councilmember Cahoon

Justice Report:   Councilmember Cahoon moved, seconded by Councilmember Teeple to accept the November 2020 Justice Court Report. Motion Carried.

Clean Up Day:   Councilmember Cahoon reported that Spring Clean-up Day is scheduled for June 12, 2021; we will check on the Electronics and Shredding.

 

Councilmember Reyn

Building Inspector’s Monthly Report:   Councilmember Reyn moved, seconded by Councilmember Buisch to receive and file the Building Inspector’s December 2020 Monthly Fee Report. Motion Carried.

Executive Session:   Councilmember Reyn would like to schedule an Executive Session before the end of the meeting.

 

Councilmember Buisch

Zoning Board:   Councilmember Buisch moved, seconded by Councilmember Teeple to receive and file the December 8, 2020 Zoning Board of Appeals Minutes. All in favor.

FMLA:   Councilmember Buisch is working on the information for the FMLA packet; this would be mandatory for all employees.

 

Supervisor Eygnor  

Mileage:    Supervisor Eygnor reported that the NYS IRS is at $.56 and we approved $.58 at the annual Organizational Meeting. The board decided to stay at $.58 per mile.

Town Clerk’s Monthly Report:   Supervisor Eygnor moved, seconded by Councilmember Teeple to receive and file the December 2020 Monthly Report. All in favor.

Town Board Minutes:    Councilmember Cahoon moved, seconded by Supervisor Eygnor to receive and file the December 1 and December 21 Regular Meeting Minutes and the December 21, 2020 Year End Meeting Minutes. All in favor.

Supervisor’s Monthly Report:   Councilmember Teeple moved, seconded by Councilmember Reyn to receive and file the December 2020 Monthly Report. All in favor.

County:    Supervisor Eygnor reported that after much discussion another fly car for Wayne County ALS will be stationed in Newark – Lyons area. There are now 6 cars.

DD2 Consulting as Consultant:  Supervisor Eygnor has signed the proposal with DD2 Consulting.

 

Attorney Kendall

Battery Storage Law:   We will be discussing the Proposed Local Law #1 of 2021 at the next meeting.

Attorney Availability:    Attorney Kendall will be unavailable to attend some Board meetings in the weeks ahead; Rachel Partington will be available. 

RESOLUTION #27-2021

Audit and Pay Bills

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following was ADOPTED – AYES 5 NAYS 0.

            RESOLVED, to audit and give permission to pay the following vouchers:

Executive Session

Councilmember Teeple moved, seconded by Councilmember Cahoon to go into executive session for discussion on a specific personnel matter at 6:25 p.m.

 

Out of Executive Session

Councilmember Teeple moved, seconded by Councilmember Cahoon to come out of Executive Session at 6:34 p.m.

Councilmember Teeple moved, seconded by Supervisor Eygnor to adjourn at 6:34 pm.  Motion carried.
