Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on February 2, 2021 at 5:00 pm.

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Russell Teeple, Bob Cahoon and Richard Reyn. Councilmember David Buisch was absent.

RESOLUTION #28-2021
Weed Harvesting Agreement
On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED-AYES 4 NAYS 0.
RESOLVED, to approve the Weed Harvesting Agreement and give Supervisor Eygnor permission to sign the agreement and approve the payment.
Any Other Business
Taxes Collected: Tax Collector has collected 71% of taxes for 2021 as of today.
Open Public Hearing on Proposed Local Law #1 of 2021
Councilmember Teeple moved, seconded by Councilmember Cahoon to open the Public Hearing on Proposed Local Law #1 of 2021 at 5:05 p.m. The public hearing of proposed Local Law will remain open.
Attorney Kendall explained the law which regulates battery storage systems for renewable energy sources; using solar energy to restore the battery until its needed. This issue is going to receive a lot of attention: The proposed local law puts the Town ahead of the curve. The proposed law is being submitted to the Town's Planning Board and County Planning for their review and comments since it affects zoning.
Councilmember Reyn: Is there anything dealing with disposal of the battery storage system after the life of the batteries expires? There is a decommissioning section of the law: It calls for a letter of credit issued to the Town to ensure that the cost to properly dispose of a battery storages system is covered, relieving the Town of that obligation once they have used up their life. If there are no requirements now, there will be in the future in the NY Building Law regulations which Building Inspector Gallant enforces. This law specifically contemplates what happens when they are done.
Supervisor Eygnor: What about the ones we have in the town now? Amy is not sure
Councilmember Teeple: Has this been forwarded? Yes, Dwight drafted this from the model law after Building Inspector Gallant contacted Amy about the issue.
Councilmember Reyn: Does this just apply to acreage vs. a homeowner who has them on their barn or roof? There are different levels.
Councilmember Cahoon: Is there a time frame on the batteries? Yes.
Committee Reports
Councilmember Teeple
Water: Nothing new to Report.
Port Bay Sewers: Nothing new to Report.
Highway: The Highway Department is responding to winter weather issues.
Councilmember Cahoon
Justice Report: Councilmember Cahoon moved, seconded by Councilmember Teeple to accept the December 2020 Justice Court Report. Motion Carried.
Clean Up Day: Councilmember Cahoon will check on the Electronics and Town Clerk is working with the bank on the Shredding.
Councilmember Reyn
Historian: The board congratulated Rosa on her new position. Councilmember Reyn moved, seconded by Councilmember Teeple to receive and file the Historians January 2021 Report and her annual report. Motion Carried.
Supervisor Eygnor
County: Supervisor Eygnor reported that he is now on the Public Safety Committee and the Police Reform Committee. Councilmember Reyn asked about the future of the County recycling program. Supervisor Eygnor will inquire about this.
Maps: Supervisor Eygnor will be making a rack for the maps to be placed properly.
UV Lights: Supervisor Eygnor reported that the units are now working and purifying the air through the UV lights to limit the exposure to the Corona Virus.
DD2 Consulting as Consultant: Supervisor Eygnor has signed the proposal with DD2 Consulting.
Councilmember Buisch (Absent)
Zoning Board: Councilmember Reyn moved, seconded by Councilmember Cahoon to receive and file the January 12, 2021 Zoning Board of Appeals Minutes. All in favor.
Planning Board: Councilmember Reyn moved, seconded by Councilmember Teeple to receive and file the January 11, 2021 Planning Board Minutes. All in favor.
