Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on February 16, 2021 at 6:00 pm.

Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Russell Teeple, Bob Cahoon and David Buisch. Councilmember Richard Reyn was absent.

RESOLUTION #31-2021
Proposal for Services for Grant Administration for Water #8

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to approve the proposal from LaBella Associates for Grant Administration for Water District #8 and give Supervisor Eygnor permission to sign the Agreement.

RESOLUTION #32-2021
Permission for Assessor to Attend 28 hour online courses

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to give Assessor Roach permission to attend the 28 hour online courses at a cost of $519.99.

RESOLUTION #33-2021
Budget Adjustment to Increase Revenue Account for Hoffman Foundation Grant

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to do a Budget Adjustment to increase Revenue Account A2707 (Hoffman Foundation Grant) $400.00 and to appropriate $400.00 in A7520-4 (Historical Property Contractual).

RESOLUTION #34-2021
Establishment of Capital Project #8

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to approve the establishment of Capital Project #8, referred to as H8 Fund (for the construction of Water District #8) and to approve the Account Clerk to set up the necessary accounts in the finance program.

RESOLUTION #35-2021
Approve Supervisor to Open an Interest-bearing Saving Account for Capital Project #8

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to approve the Supervisor to open an interest-bearing Savings Account at Lyons National Bank titled: Capital Project #8 and to approve a loan of $20,000 from General Fund, taken from the General Fund Savings Account and transferred to the new Capital Project #8 Savings Account.

RESOLUTION #36-2021
Budget Adjustment Capital Project #8

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to make a Budget Adjustment to use the Capital Project loan money and Appropriate it in: H8- 8310-40 Water Administration $20,000.00.

Water:    Nothing new to Report.
Port Bay Sewers:    Nothing new to Report.
Highway:    The Highway Department is responding to winter weather issues and the new truck has come in.

RESOLUTION #37-2021
Declare 2015 Silverado Surplus

On motion of Councilmember Teeple, seconded by Councilmember Buisch the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to declare the 2015 Silverado Pick up Surplus and submit the necessary information to Auctions International to go onto their site for sale.

Councilmember Cahoon
Nothing to Report.

Councilmember Reyn (Absent)
Building Inspector Report:   Councilmember Buisch moved, seconded by Councilmember Cahoon to receive and file the January 2021 Building Inspector Monthly Fee report. Motion Carried.

Councilmember Buisch
Paid Family Medical Leave:   Councilmember Buisch presented information on the Paid Family Medical Leave for Board to review. Councilmember Teeple inquired if any employees are exempt from this. Elected Officials are exempt.  Planning, Zoning, Board of Review, temporary employees, individuals who do not meet the minimum working hours required, can opt out. There is no cost to the employer as it is now, but gov't plans of this kind start small and as benefits and utilization expand, so does funding liability.

Town Clerks Monthly Report:    Councilmember Teeple moved, seconded by Councilmember Buisch to approve the January 2021 monthly report of the Town Clerk.
Town Board Meeting Minutes:  Councilmember Teeple moved, seconded by Councilmember Buisch to approve the January 5, 2021 Organizational and Regular Meeting and January 19, 2021 Regular Meeting and January 14, 2021 Special Meeting Minutes. All in favor.

Attorney Partington
Attorney Partington reported that the Battery Storage System Law has been submitted; still working on the Cyber Security Policy.

Audit and Pay Bills

On motion of Councilmember Teeple, seconded by Councilmember Cahoon the following was ADOPTED – AYES 4 NAYS 0.
    RESOLVED, to audit and give permission to pay the following vouchers:
