Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on March 2, 2021 at 5:00 pm.

Flag Salute
Flag Salute was led by Supervisor Philip Eygnor.

Roll Call
Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Richard Reyn, Bob Cahoon and David Buisch. Councilmember Russell Teeple was absent.

Discussion on Correspondence
#2&3 Councilmember Reyn inquired about the letters from WCWSA. They confirm testing of the water quality is satisfactory.

RESOLUTION #39-2021
Memoriam of Harold Teeple

On motion of Councilmember Cahoon, seconded by Councilmember Reyn the following was ADOPTED-AYES 4 NAYS 0.

Water #8 Resolution for Municipal Advisor Services

On motion of Councilmember Cahoon, seconded by Councilmember Reyn the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to approve the Resolution which is attached to these minutes.

Committee Reports
   
Councilmember Teeple - Absent
Highway:    The Highway Department has continued to respond to winter weather issues.
The Highway Superintendent proposed the purchase of a BOSCH Scan tool.  Today the vehicles used by Highway are identified by code.  For diagnostic information or to set engine parameters the HD has had to go to a facility (Syracuse) where the vehicle can be scanned.  This "in house" capability will eliminate that cost of time and mileage and can be used by Huron, Rose and Wolcott.  The cost will also be split between the three Towns. The money is in the HD budget. Councilmember Cahoon said this would pay for itself over time. Councilmember Reyn said it would be handy tool to have. The HD will be trained in the use of the system.
He would also like to purchase a new Asphalt Roller; they have been using CAT from Sodus but the Monroe Tractor quote looks better and will last forever. This will save lugging the 10 ton CAT around:  He would also like to purchase a trailer for use around town for serviceability is better with the brand new machine. Quote - CAT $27,702, Bomag $31,614 and Hamm $33,000.

RESOLUTION #41-2021
Approval of 2021 Compact Roller

On motion of Councilmember Cahoon, seconded by Councilmember Reyn the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to approve the purchase of the 2021 Hamm HD 10C VV Tandem Compact Roller at a cost of $33,000.00.

Councilmember Cahoon
Municipal Shelter Inspection Report:    Councilmember Cahoon received the Municipal Shelter Inspection Report and the Shelter is Satisfactory. The shelter was removed in December.  
Letter from D&L Roll off:     Councilmember Cahoon received a letter from D&L Roll off confirming the Clean-up Day to be held June 12, 2021
Justice Court Report:     Councilmember Cahoon moved, seconded by Councilmember Reyn to approve the January 2021 Justice Court Report. Motion Carried.

Councilmember Reyn

Historian Report:   Historian Fox inquired if someone could contact Bob Crane for the dead wood around the Schoolhouse. Highway Superintendent Reyn will contact him. The Schoolhouse also needs to be painted. Town Clerk will inquire of the Court if there is any outstanding Community Service through the Court System.
Historian Fox also thanked Supervisor Eygnor for the hard work he has put into the Huron float for the bicentennial.  The Board congratulated Rosa on her appointment as Co-Chair of the Bicentennial Committee.  Councilmember Reyn moved, seconded by Councilmember Cahoon to receive and file the February 2021 Building Inspector Monthly Fee report. Motion Carried.

Councilmember Buisch
NYS Budget Amendment - SOS Letter
:   There is language in the budget amendment that would further erode Town Rule, impacting its ability to negotiate Pilot Agreements for taxation of wind and solar installations. Councilmember Buisch suggested that the letter be sent to the Town Attorney for recommended action.  All agreed.

Supervisor Eygnor  
Supervisor December 31, 2020 Final Figures Report:    Councilmember Buisch moved, seconded by Councilmember Cahoon to approve the December 31, 2020 final figures report of the Supervisor.
IT:   The Board needs IT information for the County, which has not been forthcoming from  BAS IT.  Attorney Kendall is requested to pursue the matter with BAS. Supervisor Eygnor will forward the information to Amy and Rachel.
Sales Tax Force:    Supervisor Eygnor has been appointed to a Sales Tax Force at the County tasked with review of the manner in which the sales tax is divided/distributed among the schools. Councilmember Cahoon said this happened before.

Attorney Partington
Attorney Partington reported that they are still waiting on the Cyber Security Policy.

On motion of Councilmember Reyn, seconded by Councilmember Buisch the following was ADOPTED – AYES 4 NAYS 0.
    RESOLVED, to audit and give permission to pay the following vouchers:
