Call to Order
Regular Meeting of the Huron Town Board was called to order by Supervisor Philip Eygnor at the Huron Town Hall on April 06, 2021 at 5:00 pm.

Flag Salute
Flag Salute was led by Supervisor Philip Eygnor.

Roll Call
Upon roll call the following members were present: Supervisor Philip Eygnor, Councilmembers’ Russell Teeple (arrived at 5:05), Richard Reyn, Bob Cahoon and David Buisch.

Recording Clerk/Secretary Tammy Vezzose and Highway Superintendent Gerritt Reyn and Building Inspector Roger Gallant.

  1. Liquor License Applications for Sinbad Marine, Inc.


Discussion on Correspondence
Councilmember Cahoon moved, seconded by Supervisor Eygnor to approve the liquor license application of Sinbad Marine, Inc. (Skippers Landing).

RESOLUTION #47-2021
Regional Water Tank Restricted Fund Balances
On motion of Councilmember Cahoon, seconded by Councilmember Reyn the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to move the individual unspent totals of Regional Water Tank Fees, collected in 2021, from Unrestricted Fund Balances 912 to Restricted Fund Balances – Regional Water Tank 899-1 and to allow the funds to be moved from the main checking account to their individual Savings Accounts:
SWA 912 to SWA 899-1 $   584.12
SWB 912 to SWB 899-1 $   416.47
SWC 912 to SWC 899-1 $   316.31
SWD 912 to SWD 899-1 $2,317.23
SWE 912 to SWE 899-1  $1,059.90

RESOLUTION #48-2021
Agreement to Spend Highway Funds
On motion of Councilmember Reyn, seconded by Supervisor Eygnor the following was ADOPTED-AYES 4 NAYS 0.
     RESOLVED, to approve the Agreement to Spend Highway Funds.

Town/County Taxes - 96% has been collected to date.
Water #9 Informational Meeting will be held at the Town Highway Barns.

Committee Reports
   
Councilmember Teeple
Water:    Letter has been prepared for Water #9 Informational Meeting.
Port Bay Sewers:    Clean-up has begun.
Highway:    The Highway Department is cleaning up, finished salt and sand and will finish switching trucks in a couple weeks.

RESOLUTION #49-2021
Permission for Town Clerk to Advertise for Clean Up and Include Shredding
On motion of Councilmember Cahoon, seconded by Councilmember Teeple the following was ADOPTED-AYES 5 NAYS 0.
     RESOLVED, to give Town Clerk permission to advertise for the Spring Clean Up and to approve the expense of $400.00 for the Shredding.

Justice Court Report:    Councilmember Cahoon moved, seconded by Councilmember Reyn to receive and file the February 2021 Justice Court Report. Motion Carried.
Wind:     Received a letter from Cliff Schneider of Wellesley Island regarding the double standard in distancing of wind turbine construction from the shore:  Lake Ontario vs. Long Island.  Attorney Kendall said that Lake Ontario is International water and there is a treaty:  She will look into this.

Councilmember Reyn
Historian:   Historian Fox has submitted a grant application to the Pomeroy Foundation for a historical marker for the site of the 1796 settlement of Captain William Helm and his, and then enslaved person Austin Steward.  The location is across the street from 9879 Ridge Road.
The Historian requested permission for the Church use of the Grange for their Rummage Sale on the weekend of 6/11-12 and 6/18-19 and to allow Historian Fox to hold an Open House on 6/12.  Councilmember Teeple moved, seconded by Supervisor Eygnor.  Motion carried.
The Bicentennial float is coming along after the hard work of Supervisors Eygnor and Lasher (Town of Rose).  Rosa suggested the Town Boards of Huron and Rose should ride on the floats for the first few events.  Councilmember Reyn moved, seconded by Councilmember Buisch to receive and file the Historian Report which is attached to these minutes.
Executive Session:    Councilmember Reyn requested an executive session at the end of the meeting.

RESOLUTION #50-2021
Approval of Electric at the Grange

On motion of Supervisor Eygnor, seconded by Councilmember Reyn the following was ADOPTED-AYES 5 NAYS 0.
     RESOLVED, to approve the proposal from David Fox for Electric at the Grange at a cost to not exceed $1500.00. Attorney Kendall will find out if an easement is needed for the line under the road, and if Wayne County permission or anything else is needed.

Building Inspector Report:    Building Inspector Gallant reported that his department is swamped with work.  He has been working with Attorney Kendall on the Bay Shore project; things look positive and they are moving forward. They will be hooking up to the water.

Nothing to Report.

Supervisor Eygnor  
Supervisor’s February Monthly Report:    Councilmember Teeple moved, seconded by Councilmember Cahoon to receive and file the February 2021 Monthly report of the Supervisor. Motion Carried.
Supervisor Reported on the following:

  • Supervisor reported that the Police Reform Policy has been submitted to Albany and the Public Safety Committee has decided to implement some of the items now.
  • Thank you to Attorney Kendall for assistance resolving the issue with Edmunds and the IT.
  • The right of way certificate for Water #8 needs to be signed.


Attorney Kendall
Battery Storage Law:   Having heard back from most of the Planning Board members, she will send the proposed law to County Planning; suggesting it be placed on the Town Board Agenda for May 4, 2021.

Councilmember Reyn moved, seconded by Councilmember Buisch to go into executive session for discussion on a specific personnel matter at 5:33 p.m.  Building Inspector Gallant and Town Clerk Vezzose were asked to stay.

Councilmember Teeple moved, seconded by Councilmember Reyn to come out of executive session at 6:16 p.m.
    
RESOLUTION #52-2021
Clerk to Building Inspector- Planning and Zoning FT Employee
On motion of Councilmember Cahoon, seconded by Councilmember Teeple the following was ADOPTED-AYES 5 NAYS 0.
     RESOLVED, to change the Clerk to Building Inspector – Planning and Zoning Board, Regular Part Time, to Full Time with immediate effect.

Councilmember Teeple moved, seconded by Supervisor Eygnor to adjourn at 6:18 pm.  Motion carried.
